  3. 1) What needed to revive COE KAFUE • In house workshop on COE process and Youth participation in COE process • Inclusion of sexual reproductive health in Gender Action Plan including programmes on GBV and early marriage. Lusaka • Operationalize the Social Inclusion and Gender Mainstreaming (SIGM) • Constitute a SRHR committee and Come up with sensitization programs based on SRHR • Budget for activities Kitwe • Gender Training for Civic Leaders and Stakeholder engagement • Revision of the Gender Policy • Creation of an active gender desk (all departments) • Source Funding

  4. 1) What needed to revive COE Kabwe • Sensitisation and buy in from management • Formalisation Programme with management e.g. the Council • Finalisation of Gender Policy to establish system of operation e.g. assist in gender mainstreaming in Council programmes. • Strategic plan and Budget to include gender Rufunsa . Need to complete all stages of the COE process in the Local authority Chongwe • Restarting the COE Process and Training of traditional leaders in gender equality Chipata • Conducting orientation programs to orient the new administration at the council • Strengthening the junior council • Developing district gender policies Luanshya • Orientation on COE (going through the process again, from the first stage to the last stage). Following, the general elections, we have new councillors and new officials due to transfers.

  5. 2) Gender in IDP Kafue • In draft not yet implemented Lusaka • n/a Kitwe • It is being incorporated (data collection underway) Kabwe • The Council gender policy and the strategic plan should drive the IDP to ensure gender mainstreaming in all the plans thereof e.g. gender quarters, budgets, land allocation investment opportunities and suppliers. Rufunsa • IDP not yet in place. However, the process will be participatory and gender sensitive Chongwe • Provision of new infrastructure to help women in trading (Proposal to build three new markets) • Development of banking services and village banking Chipata • Budget for gender activities in the council budget • Operationalise the action plans Luanshya • We have not yet started formulating the IDP, plans are underway to seek council approval.

  6. 3) Gender in LED Kafue • Capacity building and Identification of entrepreneurship activities that can be driven by women and help to improve their livelihood • Promotion of both men and women in services provision e.g. franchise contracts Lusaka • n/a Kitwe • It is being incorporated (Stakeholder engagement) KABWE • Gender policy should be mainstreamed in the Council strategic Plan which will ensure incorporation of gender in all Council Programmes. Rufunsa • Stakeholder mapping: Women and youth development clubs, Ward development committee (WDC) identified. • Capacity Building: Holding training with women, youth and men to understand LED. Chongwe • Formation of cooperatives in each ward Chipata • Develop district gender policies which promote entrepreneurship and small scale businesses Luanshya • Process is just beginning.

  7. 4) Uptake/ Sunrise Campaign Kafue • Entrepreneurship programmes has to be revamped for Women and youth empowerment through reopening of the existing skills training centre. Lusaka • Link the survivors and youths to lending financial institutions Kitwe • Need to start programme. KABWE • There is need to have an entrepreneurship programme for women empowerment(sunrise). Rufunsa • Would like the campaign to be initiated in the district Chongwe • Introduction of the campaign is needed. Chipata • Train more gbv survivors in entrepreneurship and link them to micro lending institutions • Strengthen the monitoring and support for the entrepreneurs Luanshya • Did not participate, but we can be part of the programme

  8. 5) Youth involvement Kafue • Through sports activities, Skills and Drama groups Lusaka • Youth involvement through Junior Mayor’s Council and Youth Empowerment through skills training Kitwe • Skills training (Automotive Mechanics, Electrical Engineering, Auto Fabrication and welding, tailoring, general hospitality, auto body mechanics, carpentry and joinery) • Introduction of new courses underway; plumbing and sheet metal and general construction • Kitwe United Football Club in FAZ super division KABWE • Restless Development Ishiwi programme, my voice ! Platform encouraging youths to speak out about issues affecting them in the Community and solutions to solve them e.g. radio talk shows every Saturday, road shows • Annual award for best female and male youth activist. Refer to 50/50 SADC gender protocol and the constitution article 259 (1b) • If they elect male Mayor the Deputy should be Female and vice versa in line with the SADC gender Protocol. • Youth empowerment Programmes to include both Females and Males. Rufunsa • Council resolved to fund activities such as; football, netball, volleyball tournaments, drama performances and choral singing Chongwe • Developing youth social clubs to promote entrepreneurship EgChongwe united FC

  9. 5) Youth involvement Chipata • Create youth structures in within the council. • Create youth meeting places where youths will be meeting and share information. Luanshya • We have the Luanshya Youth District Coordinating Committee sitting on district HIV/AIDS committee. • Through the district HIV/AIDS committee, stakeholders such as Zambia Bridge to Inclusive Living, DEBS, Ministry of Health, share Sexual Reproductive Health Information to youths. • Youths have been involved in Junior Mayor activities • Youths have been engaged through youth centres and disseminate information through coordinators on Sexual Reproductive Health Rights.
