PROJECT MANAGEMENT PERSPECTIVE • Victorian Government – Community Support Fund Grant of $2,500,000 • Strengthen & Extend Mobile Library Service - Rural Victoria • Facilitate unimpeded access into Mobile Library Units • New Mobile Library Units to: • extend services • replace obsolete Units
PROJECT MANAGEMENT PERSPECTIVE • Country Public Libraries Group, Victoria • Established a Mobile Library Management Group • Represented a consortium of 15 Libraries • Project Managed development 15 Mobile Libraries • Structured a “joint tender” to achieve construction • Co-ordinate financial transactions
PROJECT MANAGEMENT PERSPECTIVE • Project Management Role – CT Management • Evaluate Tenders on behalf of M.L.M.G. • Liaise between successful Tenderer and Individual Library entities and formalise contracts • Supervise the Mobile Library development and manufacture process • Co-ordinate innovation, new technology, compliance to ADR & VicRoads Standards and lateral thinking. • Co-ordinate completion and delivery program
PROJECT MANAGEMENT PERSPECTIVE • Achievements: • Managed a complex multiple client / single manufacturing company build program • Co-operative and committed Management Group • Team approach -complex/technical/practical problem solving • Commitment to decisions based on group consensus • Improved awareness of Motor Industry vs Mobile Library needs – a balanced approach. • Integrated static building technology into Mobile Library units

PROJECT MANAGEMENT PERSPECTIVE • Program Management Demands • Original Plan too ambitious – November 1998-June 1999 • No penalty clause for non-compliance • Individual libraries slow to approve contract arrangements • Brimarco P/L changed ownership • Brimarco fulfilled major international build commitments • Brimarco external supplier failed to delivery on time
PROJECT MANAGEMENT PERSPECTIVE • Program Management Demands (cont’d…): • 7.5m Capsule design - structural/operational issues • Brimarco introduced warranty recall program • Demand for quality production - not speed • Engineers Compliance delay - lack of Mechanical Engineer • Assembly line production slow due to client requirements
PROJECT MANAGEMENT PERSPECTIVE • Summary – What did we learn? • Task Assessment - Manufacture of 15 individual Mobile Libraries – a complex and administratively difficult task – be well informed and prepared. • Process Management - Attention to Contract Specification “Scope of Works” and contract administration – an essential management process • Realistic Time frames - Build productivity and quality can be achieved by well planned construction schedule developed in consultation with product supplier and Library • Quality Control – select reputable product supplier - quality will be reflected in after market maintenance demand and future client contracts.
