Core Issues for Rabi: 1674.2 Bhakra LOWER WATER LEVELS IN RESERVOIRS : The water-level in all reservoirs is lower by 40-45 ft. as on 18-09-2009 and the availability of surface water for irrigation as well as generation of hydel power is likely to be affected. 1635.7 1385.3 Pong 1339.5 Ranjit Sagar 1685.8 DEPLETION OF GROUNDWATER LEVEL:Due to poor monsoon, the groundwater recharge has been reduced. The groundwater level in central districts has declined by 1-2.5 meters since June, 2009. Dependence on groundwater for rabi will lead to further depletion at a similar rate. 1646.5

Strategy: • Capacity building of field functionaries and farmers • Improvement in SRR and VRR • 100% Seed Treatment • Timely sowing by ensuring timely and adequate availability of inputs. • Replacement of PBW-343 in semi-hilly areas to arrest the incidence of yellow rust. • Site Specific Nutrient Management based on soil test. • Efficient on-farm water management. • Integrated Pest Management

  11. RASHTRIYA KRISHI VIKAS YOJANA • Utilization of Funds: • Sub-sector-wise Allocation: Allocation Rs.43.23 crores. SLSC held on 25-08-2009. GoI released Rs.8.16 crores under Stream-II, the release of balance funds awaited. The unspent of 2008-09 likely to utilized by October, 2009. • Plan for 2009-10: Draft District Agricultural Plans prepared. Being modified as per C-DAP guidelines. Likely to be submitted by 31st October, 2009 after approval by DPC. • Preparation of C-DAP:

STRENGTHENING OF EXTENSION MACHINERY • IPM project in cotton and basmati rice being implemented in partnership with Sir Rattan Tata Trust, Mumbai. 835 village scouts and 102 Cluster Supervisors engaged for dissemination of technology. • Three 4 days Agriculture and Farmers Development Workshops organized. • Rs.5.00 crores provided under State plan scheme forDevelopment of KVKs for showcasing latest technologies. • Strengthening of PAMETI for capacity building and Market Intelligence • Use of PACS for supply of inputs as well as dissemination of information. • During 2009-10 against a target of 257 Farms School 145 have been established. • Emphasis on farmers training, organized 38 district level, 282 block level and 2800 village level training camps. • Pilot Project of use of ICT in agriculture. • Awareness campaign amongst farmers for use of Kisan Call Centre.

  15. 75% subsidy on drip and sprinkler irrigation (50% subsidy share GOI and Additional 25% from NABARD-RIDF). 50% subsidy on farm water storage tank in canal command area of South Western Districts of State. Priority in power connection for opting micro irrigation. MICRO IRRIGATION

  16. FERTILIZERS: Availability, requirement and testing Testing: • Two fertilizers testing labs with a capacity of 3000 samples per annum • 1085 samples analyzedup to 31st August, 2009; misbranded 10 • 3145 samples analyzed during 2008-09, misbranded 15

BEST PRACTICES ADOPTED • Timely sowing of crops • Enactment of Preservation of Sub-soil Water Act, 2009 • Mechanization of Paddy Transplanting • Propagation of Resource Conservation Technologies viz. zero tillage, minimum tillage, laser leveling. • Setting-up of Agricultural Machinery Service Centers to provide custom hiring service in agricultural machinery • Promotion of Net-house cultivation • Seed multiplication and replacement • Thrust on 100% seed treatment

  18. MAJOR ISSUES • Drought relief over and above MSP to cover the additional cost of cultivation of paddy. • Notification of MSP for cotton and arrangements for its procurement. • Interest subvention for regular repayment of loan may be increased from 1% to 3%. • Quantum of refinance by NABARD should be increased from 40% to 75%. • Coverage of entire State under NFSM-wheat and Pulses. • Revision of Unit Cost for Micro-Irrigation • Uniform rates of subsidy under different schemes. • Rate of interest on refinance on short-term loans needs to be reduced to 2.5%. • Procurement of Rice Variety PAU-201.
