  2. Objective of the Project To develop strong local capacity for training first responders to deal with routine medical emergencies as well as disasters involving mass casualty incidents

Stages of the Project • MOU signed in October 1999 • Training the trainers, obtaining training materials & equipment, developing new learning modules, renovating and furnishing the training center (December 1999 - May 2000) • Initial operation & further development (June 2000 - March 2001) • Independent operation (since April - May 2001)

  4. Minsk EMS Center Development Exchanges within NIS Training in the US Participation in Region-wide AIHA supported activities for EMS Centers Development of learning modules

  6. Minsk EMS Center today • Opened on February 23, 2000 • 6 instructors • 7 basic programs for 3 different levels of students • Plans to replicate the model of the EMS training center across Belarus

Key sustainability strategies • AIHA Network of EMS Training Centers • Already existing manuals and learning modules developed by AIHA partners • Support from the Ministry of Health of Belarus and local health authorities • Demand for EMS training • Potential for further development • Support from local sponsors

Collaboration with community-based primary health care partnerships • West NIS EMS Centers: Minsk, Chisinau, Kiev, Lvov, Donetsk • West NIS community-based primary health care partnerships: Minsk, Chisinau, Kiev, Lvov, Donetsk, Kharkov, Uzhgorod, Odessa • Scheduled activities: a) Meeting of WestNIS EMS Centers Directors b) providing training to PHC partners

Development of training capacities • Work with trainers (team-building) • Development of teaching techniques(multimedia presentations, tests, practical sessions)) • Preparation of new training modules and packacges of training programs • Continues evaluation of training courses (survey of trainees)

Development of financial sustainability • Identification of potential users and organizing PR campaign of the Center • Advertising in mass media • Advertising through the trainees • Lectures and sessions • Economical analysis • Business-plan development • Planiing the programs of complimentary activities

Development of legal status • Development of the Center’s Status documents • Licensing at the Ministry of Health of Belarus • Collaboration with medical university and medical academy of post-graduate education • Interaction with stat structures in developing the system of fees for education of medical and non-medical staff.

Plans for further development of the Center • Registering the Center as a separate legal entity • Cooperation with the leading departments of the Medical Institute and Medical Academy of Post -Graduate Educatio • Cooperation with state institutions in transition to commercial training. • PR for the Center

  14. Complimentary Activities (planned) • Medical Internet-club • Replication in satellite regional centers of Republic of Belarus • Public Foundation for Assistance in Emergency Medical Care Improvement
