The DH, through the office of the national Director, will commission the Challenging Behaviour Foundation and the Tizard Centre to lead a scoping exercise to develop better commissioning for individuals with behaviour that challenges services. This will include developing a national programme to support delivery of the recommendations in the Mansell Report (DH revised edition 2007)) (scoping work 2009-10; National Programme 2010-11)

  3. Scoping exercise • Review existing knowledge on commissioner behaviour • Interviews with commissioners • Work with National Strategy Group

  4. Key questions • Plenty of guidance on what should be happening but it (often) doesn’t...what drives commissioner behaviour? • Good examples of excellent practice...but what would it take to produce more universal excellence?

  5. What drives commissioner behaviour? • Constraints • Incentives • Models • Reports • Seminars • Other commissioners • Providers • People with learning disabilities and their families • Etc.
