  2. Why Exchequer funded measures? • Some desirable measures not eligible under EMFF • Fleet Safety measures required by law • Finite EMFF budget • Not everything can be included

  3. What options? • Deminimis Regulation • Fisheries Block Exemption Regulation • State Aid Notification

  4. Deminimis Regulation • Regulation expired 31 Dec 2013 • Commission has undertaken consultation on new Regulation • Closed 21 Feb 2014 • Broad scope to fund measures • Limited to €30k over rolling 3 year period • National cap

  5. Fisheries Block Exemption • Expired 31 Dec 2013 • New Regulation will be developed after EMFF • Largely mirrors EMFF measures and their rules / restrictions • Fleet measures excluded in expired version

  6. Conclusion • There will be funding options for measures not in EMFF OP • Limited by Exchequer finances • Limited by rules and exclusions in Deminimis and Block Exemption Regulations
