  2. Call for Review • Before the City Council is a request for a call for review of a decision made by the Director. • Request to remove: • One multi-trunk, 28” and 16” DBH, FicusNitida (Indian Laurel Fig). • One 20” DBH PoducarpusGracilior (African Fern Pine). • Both located to the rear of an existing two-story commercial building. • Approval to remove both trees was made on November 5, 2013. • Appeal period was within 10 days of the decision, from November 5, 2013 to November 15, 2013. Effective date of November 18, 2013. • Councilmember Tornek called for a review on Thursday, November 14, 2013. • If the Council decides to Call for Review, a hearing will be scheduled before the Board of Zoning Appeals. • If the Council decides to not Call for Review the decision of the Director is effective.

  3. Arborist’s Analysis • Tree #1: 28” and 16” DBH FicusNitida: • Tree has an unbalanced crown due to building clearance pruning and corrected phototropic lean. • Tree leans to the south onto an adjacent block wall. • Trunk is growing around the wall causing a potential weak point in the trunk. • The root zone is likely unbalanced due to the size and location of the planter. • Tree #2: 20” PoducarpusGracilior: • Tree has an unbalanced crown due to building clearance pruning. • Tree has weak scaffolding attachment with included bark. • Trunk is growing immediately adjacent to a block wall. • The root zone is likely unbalanced due to the size and location of the planter.
