  2. Context • the Skills that Work for Wales strategy • the recommendations of the Webb Review • DCELLS’ School Effectiveness Framework

Quality and Effectiveness Framework The new framework will encompass ACL, FE and WBL: • will build on progress to date (eventually replacing PPR); • lighter touch for good providers; • closer involvement with poor performing providers; • reward excellence and disseminate best practice; and • reduce bureaucracy.

  4. Key elements We envisage that the framework will comprise the following core elements: • definition of a small number of core indicators; • refined approach to quality assurance taking account of providers’ starting point; • a co-ordinated approach to professional development for practitioners, leaders and managers;

  5. Key elements • structured arrangements for sharing good practice and supporting improvement; and • a new recognising and rewarding excellence programme.

Summary of issues raised by stakeholders • general support for the key elements outlined and for the intention to build on PPR • approach needs to be consistent across sectors but also recognise diversity of delivery contexts and types of provider • need joined-up approach with Estyn • consider how to measure value added/distance travelled

Summary of issues raised by stakeholders • DCELLS and providers must work in partnership to drive up quality • clarification on role of Area Teams needed • many providers feel that they are ready for an approach based on self-regulation • dialogue with the sector welcomed and must continue as the framework develops

Provisional timetable • February 2008 - initial discussions with stakeholders • April 2008 - detailed discussion paper published • June/July 2008 – internal steering group and external Project Board established • late autumn 2008 - Quality and Effectiveness Framework circular published • winter 2008 to spring 2009 - pilot phase • 2009 - implementation of new framework

New performance measures • Further education and work-based learning: • 2006/07 national comparators to be published 18 July 2008 (provisional date) • Learner completion, attainment and overall success rates • Summary tables by level, programme, age group and sector/subject area • More detailed (course level) comparators via benchmarking tool

New performance measures • Community learning: • Further work needed to resolve data quality problems with individual local authorities • Individual LLWR reports will be sent out for checking and amendment • Comparators to be published in autumn 2008 (to be confirmed) • Work with NIACE Dysgu Cymru and Estyn to develop approach to benchmarking
