  4. 1122 PROGRAM BACKGROUND The FY 1994 National Defense Authorization Act authorizes state and local governments to purchase law enforcement equipment suitable for counter drug activities through the federal government. The program affords state and local agencies the opportunity to take advantage of the discounts available to the federal government due to its large volume purchases. By using this system, law enforcement activities will be able to obtain materials which are especially valuable to the drug interdiction mission, and at the same time, stretch their budget dollars.

PROGRAM DESCRIPTIONS • 1122 – State and local governments may purchase law enforcement equipment suitable for counter drug activities through DoD and GSA. • 1033 – Transfer excess DoD personal property and small arms to federal, state, and local LEAs (Law Enforcement Agencies) with special emphasis given to counter-drug and counter-terrorism activities. • 803 – State and local government may procure anti-terrorism technologies and service through DoD and DHS.

  7. 1122 PROGRAM EXPANSION • Section 885 of the National Defense Authorization Act (NDAA) for Fiscal Year 2009 modifies section 1122 of the 1994 NDAA. • Section 885 broadens the 1122 program to permit State and local governments to purchase equipment through the Department of Defense and General Services Administration for homeland security and emergency response missions in addition to counter-drug missions. • The new legislation expands the variety of equipment available to a larger customer base of responders.

  14. M4/M4A1, 5.56mm is a lightweight, gas operated, air cooled, magazine fed, selective rate, shoulder fired weapon with a collapsible stock. A shortened variant of the M16A2 rifle, the M4 provides the individual soldier operating in close quarters the capability to engage targets at extended range with accurate, lethal fire. The M4 Carbine achieves over 80% commonality with the M16A2 Rifle and will replace all M3 .45 cal. submachine guns and selected M9 pistols and M16 series rifle.   16. M9 pistol, 9mm (NSN: 1005-01-118-2640) is a semi-automatic, magazine fed, double-action pistol. The M9 is more lethal, lighter, and safer than its predecessors. The M9 is carried by crew-served weapon crewmen and by others who have a personal defense requirement, such as law enforcement personnel and aviators. It replaces the M1911A1 .45 cal. pistol and the .38 cal. revolver.

  17. M500 Mossberg Shotgun, 12 gauge (NSN: 1005-01-295-1832) is a manually operated (pump), repeating shotgun, with a five-round tubular magazine, 18.5 in barrel, ghost ring sights, and sling swivels. The shotgun is used for guard duty, prisoner supervision, riot control, or any situation requiring the use of a weapon in close quarters.
