Efficiency Reform Group • Efficiency & Reform Group (ERG) set up as strong centre for reform, to achieve greater value for money by tackling waste, improve accountability and raise professionalism across government • ERG is joint chaired by Cabinet Office and Treasury • OGC is now part of ERG within Cabinet Office • Immediate priority - contribute to £6.2bn savings in 2010/11 • Short term priority - contribute to Spending Review by looking at potential scope for efficiency savings and supporting departments developing their plans • Medium term priority - help departments to be more efficient and effective in their ways of working and promote value for money across wider public sector • Travel Category Currently looking at centralising procurement of government travel covering Hotels, Rail, Air and M&E. Why - Cost For every 1 million miles of Grey fleet reduced we estimate you could gain over £250K cashable savings • Grey fleet journeys are not necessarily the cheapest form of travel • Cost effective beyond break even points? • Taking into consideration WLC 24.21* ppm compared against AMAP would yield significant savings. • Is your reimbursement policy seen as an incentive? Over £380 million spent reimbursing grey fleet travel annually * BVRLA data UNCLASSIFIED

Why - Carbon For every 1 million miles of Grey fleet reduced we estimate you could reduce CO2 emissions by over 240 tonnes of CO2 • Grey fleet vehicles are on average 6-7 years old • Grey fleet vehicles are more polluting because CO2 emissions are higher • Grey fleet contributes to the road transport CO2 emissions • The highest and only rising contributor to CO2 emissions. in the UK Over 300, 000 tonnes of CO2 pumped into the atmosphere annually UNCLASSIFIED

  6. Why - Care Improved health and safety for employees • Employers have a duty of care to their employees • Controlled fleet vehicles have better safety standards • Managed fleet vehicles are better maintained 1 in 3 deaths on road are work related UNCLASSIFIED

Starting a successful initiative • Secure senior sponsorship • Work to improve visiblilty of Grey fleet travel MI • Take a structured approach to tackling grey fleet (5-step process, grey fleet toolkit) • Maximise stakeholder buy-in (unions, legal, staff, senior managers,) • Tackle as part of the wider sustainable travel initiative • Keep communication channels open update members regularly • Share best practice with peers and other organisations • Join the online forum and network with people who are there and doing it. • Celebrate success UNCLASSIFIED
