Answer: Jesus. He was the only perfect person who ever lived except for Adam and Eve before they sinned. Further, it is interesting to remember that Dr. Luke was writing under the inspiration of the Holy Spirit. So it is reasonable to conclude that God directed this description of Jesus development to indicate in a summarized form the key categories of Jesus development. Jesus was perfectly developed in every way spiritually, physically, socially and in wisdom YET, his societal conditions were simply adequate. This is good news for all - particularly those in the developing world who have adequate but not affluent conditions. This is not to say that higher education isnt something that would be valuable for those who can get it or creating free and just societies isnt important, but it is not a prerequisite for the biblical concept of development.
