Standards Committee • Structure: Standing Subcommittees • (MOP 7.2) • Planning, Policy and Interpretations Subcommittee (PPIS) • Intersociety Liaison Subcommittee (ILS) • Technical Committee Liaison Subcommittee (TCLS) • Standards Project Liaison Subcommittee (SPLS) • Code Interaction Subcommittee (CIS) • International Standards Advisory Subcommittee (ISAS) • Standards Reaffirmation Subcommittee (SRS)

Responsibilities • MOP 7.2.5 • TCLS is responsible for tracking ANSI approval of all ASHRAE standards and for coordinating efforts to obtain timely recommendations from the cognizant committee(s): (a) to SRS for consideration of standards actions needed to maintain or withdraw published documents (MOP N2-N3), and (b) to ILS for establishing ASHRAE’s position on canvass ballots issued by other standards developers (MOP C5 & Appendix K).

  5. Responsibilities (cont.) • MOP 7.2.5 • TCLS will liaise with cognizant Standard or Guideline Project Committees, if they exist, to expedite the actions in (a) and (b) above. If a cognizant SPC or GPC does not exist, TCLS will provide a single point of liaison between StdC and Section Heads of the Technical Activities Committee (TAC). • TCLS Chair will assign each TCLS member as a liaison to one or more Section Heads

Liaison Responsibilities • The TC Liaison does not make decisions or approvals; the liaison only communicates with the TC • The TC Liaison should become the principal point of contact with the TC in the same manner as the SPLS Liaisons are for PCs • The TC Liaison should encourage TCs to participate in standards development

MOP Appendix N2 • Following an interval of not more than 3 years after publication of each standard and guideline on periodic maintenance (PM) - a staff review is completed and forwarded to the cognizant TC by the staff liaison along with a memo requesting the TC take action to recommend reaffirmation, revision or withdrawal (RA/R/W) of the standard or guideline.

  9. MOP Appendix N2 (cont.) • The cognizant TC shall review and recommend to SRS RA/R/W of the standard or guideline. If revision is recommended the TC must also recommend a chair and at least four volunteers to serve on the revision project committee. • The TC Chair must complete the TC 5-Year Cycle Recommendation Form and return it to SRS through the TCLS Liaison. This form provides SRS with the TCs written recommendation and includes the TC vote and supporting information.

MOP Appendix N2 (cont.) • SRS then considers the TC recommendation and in turn makes a recommendation to Standards Committee for RA/R/W. • SRS shall use the procedures in PC MOP for the RA/W process unless the draft does not meet the criteria in PC MOP 6.2.1. • For those drafts not meeting the criteria in PC MOP 6.2.1 Standards Committee will either approve the RA public review or withdrawal public review.

  11. MOP Appendix N3 • If Standards Committee approves withdrawal of the standard or guideline, the MOS will post an intent-to-withdraw notice for ASHRAE and ANSI public review. • If no comments are received, the original Standards Committee vote for withdrawal stands as a recommendation to the BOD. The BOD must approve withdrawals.

  12. MOP Appendix N3 (cont.) • If comments are received, they are forwarded to the SRS Chair by the MOS. • If SRS determines that the comments are substantive and indicate that the standard or guideline should be retained, SRS will determine if a RA or R should be initiated.

  13. MOP Appendix K • TCLS is responsible for coordination with cognizant TCs to obtain timely recommendations for ASHRAE positions on canvass ballots of other standards -developing organizations or committees • This includes canvass letter ballots and requests for participation
