RSA Expectations RSA also expects . . . • All printed materials shall contain the required disclaimer found at EDGAR 34 CFR 75.620 that states: • The contents of this (insert type of publication; such as book, report, film) were developed under a grant from the Department of Education. However, those contents do not necessarily represent the policy of the Department of Education, and you should not assume endorsement by the Federal government. • The PR/Award Number to be referenced on all correspondence (example: H029A101234-10C)

RSA Expectations RSA expects . . . • Grantees by now have carefully read the attachments and enclosures that came with your Grant Award Notification (GAN); • The work detailed in the approved application will be performed; • The drawing down of funds will occur only when needed to make payments for obligations made under the grant; and • To be notified as soon as possible about any changes in key personnel (i.e. authorizing representative, project director, fiscal contact, or other staff included in the scope of work and budget) Note: G5 hotline for questions/issues related to drawdown: Toll Free:1-888-336-8930 TTY: 1-866-697-2696 Local: 202-401-6238 Hours of Operation: 8:00 AM to 6:00 PM, Monday - Friday, EST

  11. RSA Expectations con’t About Carry Over • RSA expects that grantees will expend their funds each year in accordance with their scope of work and budget. About No-Cost Extensions (NCEs) • NCEs are not a vehicle to spend down grant funds and all requests may not be granted. • Requests must be submitted to your respective Project Officer at least 45 days before the end of the project period and will be reviewed on a case by case basis. • Contact your respective Project Officer for more information about submitting an NCE request. You may also consult EDGAR 34 CFR 75.261 & 74.25.

RSA Expectations con’t About Changes to your Scope of Work • RSA expects grantees to uphold the intent of the Notice Inviting Applications issued on April 26, 2010 as well as the information supplied in their approved Proposal. • Changes to your approved scope of work are not encouraged. • If you think your scope of work requires changes, please consult with your Project Officer prior to submitting your request.

RSA Expectations con’t RSA expects . . . • Grantees will respond to communication sent from the Project Officer. • Project Directors will share communication from RSA to individuals involved in the project, as appropriate. • Grantees will actively participate in conference calls, Webinars, and other events designed to provide technical assistance during the period of performance. • Grantees will submit complete and accurate data related to their respective performance measures.

Absolute Priority 1: Establishing New Rehabilitation Training Programs Projects must meet the requirements in section 21 (b) (2) (B) of the Rehabilitation Act and must • Enhance and increase the capacity of minority institutions of higher education to prepare more individuals for careers in the public vocational rehabilitation (VR) program, including individuals from minority backgrounds; • Be located at minority institutions of higher education; • Include an evaluation component; and • Report the results of the evaluation in the annual performance report.

Absolute Priority 2: Capacity Building for Minority Entities Projects must meet the requirements in section 21 (b) (2) (C) of the Rehabilitation Act and must • Provide outreach, capacity building, and technical assistance to minority entities and Indian Tribes; • Provide a variety of training and technical assistance activities including grant writing workshops; • Include an evaluation component based upon clear, specific performance and outcome measures; and • Report the results of the evaluation in its annual performance report.

Grant Performance Measures: 315 C • 315 C Priority 1-Establishing New Rehabilitation Training Programs Grantees must report on: • Number and type of degree-granting programs established as a result of participation in this program and the number of students enrolled; • Number of undergraduate and graduate students who graduate from programs participating in this program and the number who go to work for the public VR program or related rehabilitation agencies; and • Number of institutions receiving Council on Rehabilitation Education (CORE) accreditation as a result of participation in this program. Please refer to the NIA issued April 26, 2010 under Section VI Application Review Information, Part 4-Performance Measures

Grant Performance Measures: 315D • 315 D Priority 2-Capacity Building for Minority Entities Grantees must report on: • The number of minority entities and Indian Tribes that have received training and technical assistance; • The number of applications submitted to RSA and NIDRR for funding; • The number of applications by first-time and repeat applicants recommended for funding by RSA and NIDRR; and • The number of funded programs by first-time and repeat applicants that have been implemented and are operational. Please refer to the NIA issued April 26, 2010 under Section VI Application Review Information, Part 4-Performance Measures

  18. 315 C & D Grant Responsibilities • Annual Performance & Financial Report • First Report is due April 29, 2011 (more information will be available shortly) • Final Performance Report • All recipients, in accordance with EDGAR 34 CFR § 75.590, are required to submit a final performance report (ED 524B) 90 days after the grant end date. • The program staff will review the final performance report to ensure that the grantee has achieved the grant’s objectives, and must sign the report to certify that the report was read and is acceptable as submitted. • Grant Performance Report Cover Sheet is required for both the Annual Report and Final Report • Once signed grantees are required to submit the ED 524B via fax or email to their respective Project Officer.

  19. 315 C & D Grant Responsibilities • Build upon successes from prior grant experience • Disseminate deliverables including curriculum, teacher training modules, guidebooks, and other capacity building resources developed with grant funds with RSA and other grantees • Establish new activities and/or update current technical assistance training materials to • Expand outreach and contacts to reach out to new audiences • Ensure the needs of the intended audience(s) are met • Increase the competitiveness of the institutions who take advantage of the activities and services offered by the 315 C & D Programs

Information Request Please email your respective project officer by COB January 3, 2011 with the following information: • For all materials developed under your prior grant and new materials to be developed under your new grant • Type of material (ex. curriculum) • 2-3 sentence description for each material • Method for dissemination (online, guidebook format, in person, etc.) • Intended audience(s) • Anticipated timeframe for completion and delivery to RSA for each material • The information may be sent in MS Word or Excel
