  2. Thesaurus Reuse Policy • Several years ago, joint reuse policy developed • Divided into sections, based on what use would be made of it, non-profit or for-profit • Licensing fee for a for-profit suggested, exact amount not finalized (nor logistical details on how to collect it)

  3. Thesaurus Interest Greater volume of interest in past few years due to semantic tools popularity Interest from ‘knowledge discovery’ services Recently, Elsevier has expressed interest in leasing the INIS/ETDE thesaurus

  4. Elsevier Request Wants to lease the thesaurus for use in ‘Knowledge/Fingerprint Engine’ Back-end software system for the processing and retrieval of unstructured text. Two main components: 1) text processing framework – the NLP (natural language processing)  workbench, which provides the infrastructure and functionality to analyze text, and 2) a retrieval engine to access the text processing results from the NLP workbench using sophisticated retrieval methods.

  5. Elsevier Request Want to integrate the thesaurus into the Elsevier  Fingerprint Engine, along with many others – would work with multiple thesaurus and use it in multiple products or solutions Have asked ETDE/INIS what the licensing fee/terms would be

JTC Discussion Pricing thoughts years ago had mentioned a $1,000/per year fee ETDE ExCo opinion in May (request came in a week before the meeting) was that this was too low for a commercial entity. Suggested JTC discussion. Factors: Elsevier size, policies regarding record purchasing practices

  7. JTC Discussion What are JTC members’ views regarding leasing of the joint Thesaurus by commercial entities? What rates/conditions are appropriate in the current market? For Elsevier specifically, what should the position be? How might fees collected be shared/used?
