STATE OF THE ART MANUALS IN DEVELOPMENT • VOC Storage Tanks • Asphalt Manufacturing Facilities • Landfills • Reason for drafting manuals • Prior VOC Storage tanks and asphalt manufacturing were out of date and formally withdrawn. 2009 VOC and NOx RACT rules were more stringent than prior manuals • Landfill manual to address greenhouse gas emissions and emissions from closed landfills • Without manual, all SOTA reviews would have to be done on a case-by-case basis

  2. STATE OF THE ART MANUALS IN DEVELOPMENT • For all Manuals, drafts have been shared with stakeholders before the formal public comment period is held • Stakeholder comments are being fully evaluated

STATE OF THE ART MANUALS IN DEVELOPMENT • VOC Storage Tanks • Issued to stakeholders for review • Three sets of comments received • Modifications made based on comments • Additional compliance options • Modified definitions • Formal public notice of draft Manual should be published in October or November

  4. STATE OF THE ART MANUALS IN DEVELOPMENT • Asphalt Manufacturing Plants • Shared draft Manual with NJ Asphalt Production Association • Made modifications • Management will be briefed on proposed modifications

STATE OF THE ART MANUALS IN DEVELOPMENT • Landfills • Draft Manual sent to 22 stakeholders on July 1, 2010 • 3 sets of comments were received • One stakeholder submitted extensive comments and a meeting will be scheduled with this stakeholder • Once all comments are considered, appropriate revisions will be made

  6. Control Techniques Guidelines (CTG) Pursuant to Clean Air Act, states in ozone non-attainment areas must implement ozone-related CTGs The USEPA issued CTGs provide states with guidance regarding emission controls that constitute RACT The Department faces sanctions if the CTGs are not adopted

  7. Control Techniques Guidelines (CTG) • The Department will be developing rules to incorporate the following three CTGs into N.J.A.C. 7:27-16 • Paper, Film, and Foil Coatings • Miscellaneous Metal and Plastic Parts Coatings • Fiberglass Boat Manufacturing Materials
