APPLICATION OF PRINCIPLES AND TECHNIQUES (SCENARIO) ● Practice applying concepts learned in RAD/NUC mass casualty scenarios: Relate PSB problem to framework Identify PSB goal Select appropriate PSB techniques as strategies for psychosocial/behavioral intervention ● Select appropriate steps to be taken as the scenario unfolds

  3. SCENARIO Terrorists have struck the DFW metropolitan area on the July 4 holiday with a series of radioactive dirty bomb attacks. One involved a large explosion in front of the Dallas Federal Courthouse. Low levels of radioactive contamination have been detected near the site. Reports indicate that many people were killed or injured. Another dirty bomb was detonated near Six Flags in Arlington, where many children and their families were enjoying the summer holiday.

  4. EMS is transporting many injured adults and children to area hospitals. Also, many who are less seriously injured are self-transporting to emergency departments. Local television stations are reporting that bombs have contaminated the vicinities surrounding the explosions, but it is unknown just how wide the radioactive contamination may spread. This has prompted significant numbers of people from around the city to be concerned that they may have been contaminated with radioactive materials, and to also self-transport to hospitals.

  5. A number of the hospital staff are concerned about being near or coming into contact with contaminated patients. They doubt that standard precautions are adequate to keep them safe. Many have been unable to reach their family members by telephone and are worried. Some are asking to leave work to go check on their families.

  6. PROCESSING THE SCENARIO ● What kinds of PSB problems did we identify with this RAD/NUC scenario and how do they relate to what you have previously encountered in your disaster experience? ● What areas of knowledge need to be developed to help us manage PSB issues encountered in RAD/NUC disasters? ● How might you incorporate these identified PSB problems in RAD/NUC disasters into All Hazards disaster planning?

REVIEW OF OBJECTIVES ● Describe the PsychoSocial/Behavioral (PSB) response considerations that are characteristic of RAD/NUC disasters ● Explain the key elements in a framework for planning a PSB response, based on problems, tasks, and strategies including techniques and procedures ● Given a scenario, apply the framework by identifying the appropriate elements for effective PSB response to the situation described
