APPROVED PROJECTS: • Phare 2006”Blue border surveillance” • TWINNING LIGHT: in the area of combating terrorism – “Strengthening Capacities of the demolition squad- Training of police officers in handling explosive devices”, • TWINNING LIGHT: in the area of combating corruption – “Combating corruption in the MoI”, • TEHNICAL ASSISTANCE: in the area of illegal migrations – “Feasibility study of Transit reception centers for aliens”, IPA 2007, THREE PROJECTS NOMINATED: • IPA 2007”Blue border surveillance – phase II, • IPA 2007” National Border Management Information System– phase III”, • IPA 2007” Strengthening OF MoI Capacities in combating smuggling and abuse of drugs”.

ELECTRONIC BROWSER • DEIPM HAS CREATED AN ELECTRONIC BROWSER OF DOCUMENTS THAT CONTAINS ALL STRATEGIC DOCUMENTS FOR EU ACCESSION • ACCESS TO BROWSER IS AVAILABLE TO ALL EU CO-ORDINATORS THROUGH INTERNAL NETWORK • IN NEAR FUTURE, ACCESS TO THIS BROWSER WILL BE AVAILABLE TO A WIDER NUMBER OF MoI OFFICALS DEALING WITH EU INTEGRATIONS

SCREENING • Explanatory screening (January 2006.) • Bilateral screening (February 2006.) • Acquis for Chapter 24 explained. • The state of attunement of our legislation presented • Completion of an overview of obligations that were accepted on the Colegium of Ministers on March 21 2006. • Screening Report published • Completion of an updated Integrated Border Management Action plan (adopted by Croatian Government on 30.11.06. ) • Completion of negotiating position in the final phase

STABILIZATION AND ACCESSION AGREEMENT • Came into power on February 1 2005 • It became the legal framework for relations untill Croatia joins EU • Structure of the SAA is used for tracking Agreement’s implementation, as a forum for explaining the acqui, and for analyzing achieved progress in the process of adjusting to the acqui in line with the obligations undertaken during the negotiations • EU coordinators make new National plans for joining EU with clearly outlined activities

TRACKING PROGRESS BY THE EUROPEAN COMMISSION • Peer-based misije, Questionnaires • Revisor oversights • Self-assesment (Progress Report) • Yearly reports of the EC on Croatia’s progress (Government of the RoC recieved the last one on 30.11.06.) • Controll of implementation of all strategic documents, action plans, national plans for joining EU • Requests for interpretation and explanation on certain issues

STRATEGIC DOCUMENTS OF THE MoI • MoI’s programme guidelines • Border Police Development Strategy • Strategy of integrated border management with the accompanying action plan • Schengen action plan • Operative agreement with the Europol • Agreements with other agencies • National Programmes of the Integration of the Republic of Croatia into the EU

  14. MoI’s ACCOMPLISHMENTS CAN BE TRACKED THROUGH : • Combating organized crime • Trafficking • Terrorism • Combating drugs abuse • International police co-operation • Border management, migrations and asylum

COMBATING ORGANIZED CRIME LEGAL FRAMEWORK • Witness Protection Act • Money laundering Act • Action plan for combating money laundering • New Weapons Act (01.06.2007.) • RoC is a party of the UN’s Convention on combating Corruption, Kaznenopravne konvencije o korupciji i Građanskopravne konvencije o korupciji • National programme for combating corruption 2006. – 2008.

COMBATING ORGANIZED CRIME STRATEGY OF COMBATING ORGANIZED CRIME: PROGRAM OF SPECIAL ACTION MEASURES AGAINST ORGANIZED CRIME NATIONAL PLAN FOR COMBATING ORGANIZE CRIME • Implementation oversight – Committee for oversight of implementation of Special action measures against organized crime • MoI – National coordinator for cooperation of RoC with the EC in implementation of program of Special action measures against organized crime (Decree of RoC Governmetn, 20.07.2006) Five accomplished orientational measures : • Upgrade of international cooperation (as a base for development of regional network of State attorneys), • Combating money laundering (providing tehnical assistanceto the countries of the region), • Development of stretegy and regulations, • Project of establishing a Witness protection unit, • Strenghtening of international police cooperation

TRAFFICKING • RoC is a party of all relevant international agreements • National program of combating trafficking 2005 – 2008 • Operative plans for combating trafficking for 2005, 2006, 2007 • National plan for combating trafficking of children 2005 – 2007. • National committee for combating trafficking established • Croatian parliament ratified CoE’s Convention on trafficking 01.06.2007 • Amendments to the Penal law, which sanction users of services of trafficking victims

TERRORISM • Penal law – amended in 2006 with more rigorous penalties • Department for terrorism and Department for war crimes both found in 2007 • Protocol on cooperation and establishment of inter-institutional work group for combationg money laundering and financing terrorism signed 21.02. 2007 • Action plan for combationg money laundering and financing terrorism • RoC is a party of all 12 international anti-terrorist conventions and protocols • National security strategy • General police directorate: Department for terrorism and Department for war crimes, Special police command with special anti-terrorist units, Demolition department

COMBATING DRUG ABUSE • Drugs Act • RH is a member of the most important international conventions • National drug abuse combating strategy for the period 2006. – 2012. • Action plan for combating drug abuse for the period 2006. – 2009. • Implementing programs of the Action plan for given years

INTERNATIONAL POLICE COOPERATION MULTILATERAL LEVEL Based on multilateral agreements, police cooperation is tehnicaly realized through : • INTERPOL – RoC is a member since1992 - I 24/7 system; • EUROPOL – Operative agreement, signed 13.01.2006; general communication chanells • SECI Center – encrypted communication system (26.05.1999) • - existing networks of liaison officers; BILATERAL LEVEL • 23 bilateral agreements o police cooperation; • 8 international acts on MoI’s level; • 29 countries in general INTERPOL – activities: • RoC was elected to be the member of Interpol’s European Committee; EUROPOL – activities: • Agreement on operative and stretegic cooperation between RoC and EUROPOL came into power on 16.08.2006 • EUROPOL department founded • Rule book on liaison officers • Addressing of liaison officers toEuropol headquarters in Haag; (end of 2007)

BORDER MANAGEMENT • Border Police Development Strategy • Strategy of integrated border management with the Action plan • Further aligment of the State border control Act with the EU acquis • Updated Action plan for integrated border management adopted on 30.11.2006 • Schengen action plan adopted on 09.03.2007 • Building and strenghtening of institutional capacities of the Border police

MIGRATIONS AND ASYLUM • 01.06.2006.g. - establishement of Asylum seekers’ reception center in Kutina • 13. 07.2007.g. - adoption of the new Aliens Act and new Asylum Act • Information – communication center for asylum seekers data collection established • 13. 07. 2007. - adoption of Migration politics of RoC for 2007/2008 • 24 agreements o extradition and receivement of persons signed, 17 of those with EU countries. • Continuous education of police officers.
