Citizen Participation in Public Audit Research Project

This research project aims to identify the strategies and mechanisms used by SAIs to engage citizens and civil society in public audit processes and capacity building activities. The objective is to improve the effectiveness and efficiency of SAIs in performing their mandates/functions.

  1. RESEARCH PROJECT CITIZEN PARTICIPATION IN PUBLIC AUDIT INTOSAI June 2019 FhILIPiNeS 11 thmeeting of theKsc

BACKGROUND 2017 • 18 SAI showed their intentions to participate (INCOSAI KSC SAI INDIA) • SAI Guatemala was designatedas leader of the research project and SAI Philippines vice leader • The 18 SAIs designated 9 technical links (specialists) • In coordination with SAI Philippines, the Project Initiation Document PID was prepared (Document Number 1) • The PID was sent to the 7 technical links and to the 16 SAI

  4. aDvance 2018 • In coordination with SAI Philippines, the following documents were prepared: No. 2 “Citizen CSO ExperienceDocument” No. 3 “SAI DocumentExperience” No. 4 “WorkProgressQuestionnaire” No. 5 “FilledDocument” • Documents No. 2, 3 and 4 were sent to the members on two occasions; however, no response was received.

  5. Currentsituation 2019 • In coordination with SAI Philippines, Document No. 6 “Evaluation Scale” was prepared to consolidate the information • The follow-up to the 7 SAI was continued, but the result was not positive for various reasons and no response was obtained.

  6. OFFERING June 2019 Deliver to the Presidency of KSC, the 6 documents prepared, for: • Continuetheinvestigation, or • Use them as a basis in future research projects on this topic. “CitizenParticipation in PublicAudit”

  7. conclusiOn • SAI Guatemala appreciates the confidence to participate in this research project, (we extend the thanks of SAI Philippines). • The 6 documents elaborated and sent to the 7 SAI, were elaborated with the experience of SAI Philippines and Guatemala. • We suggest to propose in INCOSAI 2019 a one-year extension to the 7 member SAIs, to complete the research and also give the opportunity to other interested SAIs to develop this research project. • We propose the use of the elaborated documents, for future research projects on this topic, using the proposed methodology. • We offer our intention to continue participating withKSC.

The objective of the investigation • To identify the mandates/functions of SAIs and the related Public Audit Processes they have adopted to perform these mandates/functions, including their capacity/competency, building needs and how these are provided; as the backdrop/context of the data gathering on the strategies/mechanisms/techniques (models) they used in engaging/partnering with citizens/civil society not only in the Public Audit Process and capacity building activities but also in other areas of governance to enable the SAIs to be more efficient and effective in performing their mandates/functions.

THE objetivE • To identify the various models of citizen engagement/participation used by SAIs not only in the Public Audit Process and capacity building activities but also in other areas of governance to enable the SAIs to be more efficient and effective in performing their mandates/functions; • To identify the procedures adopted by SAIs in engaging/partnering with citizens/civil society under various models; • To identify the legal bases used by SAIs in engaging/partnering with citizens/civil society in the performance of their mandates/functions; • To identify how citizens/civil society are organized, how they push for their advocacies, how they obtain and are provided with logistical support, and as an initial data set, how they have partnered with Government Entities, including SAIs; the challenges they encountered and how they met these challenges.

AnExperience in guatemala • Guatemala is divided in 22 departments (provinces or states), there are hundreds of Civil Society Organizations CSOs; their intentions aim toequality, multiculturalism, equity, mutual support, following-up the State´s actions, etc., some of them get technical and financial support from International Organizations, but very few follow up and participate in activities of State control with the aidof SAI Guatemala.

Actions in the SAI Guatemala To provide support to Citizens and CSO Civil Society Organizations, the SAI Guatemala (Comptroller General of Accounts) has: • CitizenDelationManagement Center • Installed 21 departmental mailboxes of reception of complaints (22 provinces and 340 municipalities) • Audit Direction for the Attention of Complain(content in Law) • Departmental Training Days • Subscription of Agreements and Letters of Understanding, with several CSOs • According tothe Law we offer Access to Public Information (Office of Access to Information)

Management in the SAI In the SAI citizen complaints are managed to review, monitor and detect situations, irregularities, anomalies or illegalities of public officials and employees: • CSOs DO NOT participate in the Public Audit (Only Complaints) • CSOs DO NOT participate in Public Audit Planning • CSOs DO NOT participate in the discussion of the results • Citizens and CSOs request specific public audits • Citizens and CSOs are provided with a copy of the Public Audit Reports and these reports are published on the portal web
