  3. Purpose Public Hearing for an Ordinance temporarily reducing the Law Enforcement, Fire Rescue Services, Roads, Schools, Parks and Recreation Impact Fees

  4. Background On March 29, 2011 the Board of County Commissioners (BCC) approved: • 25% Reduction of Impact Fees • Effective for 18 months or until Fee is updated • Consult with Orange County Public Schools (OCPS) concerning the School Impact Fee

  5. Background (cont.) • Definition: Impact Fees are one-time assessments charged by local governments to new development to fund a proportionate share of capital improvements attributed to that development.

  6. Background (cont.) • Impact Fees - Fire/Rescue Services - Law Enforcement - Roads - Parks and Recreation - Schools

  7. Background (cont.) • Payment due at building permit • For Capital Expenditures only • School and Parks/Recreation Impact Fees are charged to residential uses only • Require Periodic Review • Updates all due 2011

  8. Background (cont.) • School Impact Fee - Study Update Completed - Scheduled for Public Hearing (June 7, 2011) • School Board Action (April 26, 2011) - Requested BCC to reduce the Fee consistent with Updated Study
