  3. Increasing Enrollment, Expanding Campus NCNM is committed to grow its campus within South Portland

  4. South Portland Campus Background • 1996—NCNM relocates to South Portland’s Failing School, vacated by PCC in 1995 • Zoned high-density residential—permitted for colleges for Conditional Use; the City has no record of a Conditional Use • Five subsequent campus properties located in zones permitted for colleges • Split zoning of contiguous properties • Type III Conditional Use approval: Legalize current campus, and establish a “base case”

  5. Type III Conditional Use: Establishing a Base Case • Approve use of existing buildings on campus • Establish boundary to encompass entire campus—present and future • Legalize use of current facilities and new additions • Undertake traffic and parking studies—complex transportation issues

  6. Transportation Considerations • Located south of downtown Portland on Naito and west of the Ross Island Bridge • 2009—2010 Academic Year • 517 students • 113 full-time and adjunct faculty • 127 full- and part-time staff • 35,000 outpatient visits to the NCNM Clinic

  7. Master Planning Process • Master Planning process launched June 2010 • Involvement of South Portland Neighborhood Assn., PDC, ODOT, Metro, Tri-Met and other stakeholders • Conditional Use Permitting process

  8. Master Planning Process Phase 1 • Framework for Master Plan and CUMP • Conditional use permit application submitted to the City of Portland in Sept. 2010 • Public hearing scheduled Nov. 22, 2010

  9. Master Planning Process Phase 2 (18-24 month process) • Drafting and completion of 20-year Master Plan • Development of the CUMP for City review

  10. Master Planning Process Phase 3 • Approval of Master Plan by Board of Trustees • Approval by City of NCNM Master Plan & CUMP • Final revisions as required by City or NCNM Board of Directors • Anticipated completion in Q3 2013
