Workshop Objectives To provide an overview of GFO-17-601 Light Duty Vehicle Hydrogen Refueling Infrastructure Operation and Maintenance (O&M) Support Grants. • Eligibility Requirements • Application Format, Required Documents, and Delivery • Evaluation Process • Administration Pre-Application Workshop

  6. Purpose of GFO-17-601 Provide Operation and Maintenance (O&M) support funding for publicly accessible hydrogen refueling stations to ensure that the stations remain operating during the rollout of fuel cell electric vehicles (FCEVs). Pre-Application Workshop

  7. Applicant Requirements • Open to all public and private entities that own or operate ARFVTP hydrogen refueling station(s) that meets the Project Requirements defined in this solicitation. • Must be registered and in good standing with the California Secretary of State. Pre-Application Workshop

  8. Project Requirements • The hydrogen refueling station either must not have previously received O&M support funding from the Energy Commission or have received only a portion of the potential $300,000 per station under PON-13-607. • Station must currently be operational ormust be expected to be operational within 90 days of application date, and must be operational no later than June 30, 2018. • Commit to operate for 3 years.   10. Maximum Awards The maximum award amount is up to $300,000 per station minus any previous O&M awards. Example: Pre-Application Workshop

  11. Minimum Technical Requirements Must meet the minimum technical requirements of the solicitation under which the station was originally funded. For example: • PON-09-608 • PON-12-606 • PON-13-607 • Other Pre-Application Workshop

  12. Other Project Requirements • NFPA 2: Hydrogen Technologies Code:2016 • Station must accept fuel from a mobile refueler or tube trailer. • Hydrogen quality test: every 6 months and when hydrogen lines are potentially exposed to contaminants. • 33% renewable hydrogen content. • Can be pooled across operator’s current network. Data Collection • Collect and submit data for 3 years from the execution date of an O&M agreement resulting from this solicitation. • 3 year period shall extend any existing data reporting requirements • NREL Data Collection Tool (Attachment 6) • All data fields are required except those designated as “optional,” for example: • Hose pressure and temperature • Ambient temperature Pre-Application Workshop

  14. Eligible O&M Cost Requirements • Documentable and measurable, • Non‐duplicative of other reimbursed or match costs, • Allocable to the station(s) funded in this solicitation, • Reasonably necessary maintenance of equipment • Insurance, and • Rent or lease payments for the station.   15. Ineligible Costs • Property taxes, interest, penalties, • Interest payments • Maintenance that adds permanent value to the equipment, • Indirect costs, and • Non-cash expenses Pre-Application Workshop
