  3. NOAA FISHERIES FY 2004 APPROPRIATION TOTAL FUNDING = $ 760.2 MILLION • $622.3 million for Operations, Research, and Facilities • $22.5 million for construction • $115.4 million for other accounts OVERALL • $26.0 million above the FY 2003 approp. without the $100 million disaster assistance

FY 2004 APPROPRIATION • Supports some expanded programs including: • Stock Assessments + $2.1 million • Observers + $12.3 million • Climate Regimes & Ecosystem Productivity + $1.5 million • Reducing Bycatch + $3.8 million • Coop Enforcement Agreements + 10.2 million • VMS + $1.5 million • Regional Councils + $0.6 million • Economic & Social Science Research + $1.7 million • Ecosystem Management + $2.0 million • Cooperative Research + $7.9 million

FY 2004 APPROPRIATION • Decreases or eliminates funding in several areas • NEPA - $2.0 million • Pacific Salmon - $3.9 million • Honolulu Construction - $2.9 million • Facilities Maintenance & Operations - $4.0 million • S/K Grant Program - $17.7 million • $17.0 million directed to various entities

NOAA FISHERIES FY 2005 REQUEST TOTAL FUNDING = $735.2 MILLION • $623.2 million for Operations, Research, and Facilities • $100.0 million for Pacific Coastal Salmon Recovery Fund • $2.0 million for construction • $10.0 million for other accounts OVERALL • $25.0 million (or 3.3%) below the FY 2004 appropriation • $83.2 million (or 12.8%) above the FY 2005 Current Level

FY 2005 REQUEST: OVERVIEW Operations, Research, and Facilities $623.2 million • A net increase of $0.9 million (or 0.1%) above the FY 2004 Appropriation request of $622.3 million: + $36.8 million in adjustments-to-base + $101.4 million in programmatic increases • $137.3 million in programmatic reductions, terminations & transfers • An increase of $101.4 million above the FY 2005 current level

FY 2005 REQUEST: OVERVIEW Other Accounts $110.0 million • A net decrease of $5.4 million (or 4.7%) below the FY 2004 Appropriation of $115.4 million: + $2.0 million in adjustments-to-base - $7.4 million in programmatic reductions, terminations & transfers • A net decrease of $6.4 million below the FY 2005 Current Level.
