Background • The SNA as a Tool for Improving Economic Statistics • The SNA is • one the most important statistical systems and frameworks in official statistics. • It provides an international standard of concepts, definitions, classifications, and methodology for economic statistics and accounts

  3. Background • There are many challenges confronting the compilation of economic statistics, • many African countries are still at a relatively early stage of development of national accounts. • national accounts are not harmonized across regions even where there are monetary unions.

  4. Problems • Limited Human, Financial, and Technical Resources • Weak Statistical Capacity and Infrastructure • Unharmonious National Accounts Systems on the Continent • Inconsistency and Incompleteness in the Coverage of the Economy

  5. Challenges in implementation • Two major challenges • (i) the political will and economic ability to create the legal framework for 2008 SNA  ; • (ii) taking into account the specific situation of countries and ressources availables • Level of development • Informal sector

  6. Propositions to overcome Problems • Majors steps • (A) Institutional strengthening and advocacy • (B) Technical assistance • Capacity building • Training • guidebooks • (C) Peer review and regional meeting to share good practices • In parallele with methodological development

Technical assistance : Advocacy • Prepare, provide, and disseminate advocacy materials to various policy makers • Organize advocacy campaigns at countries levels • Round table meetings with all stakeholders • Heads of State and Government, • the members of Parliament, • the Ministers of Finance, Planning and Economy, Governors of Central banks, • the Civil Society • and Development Partners

Institutional strengthening • support of national authorities to strengthen existing governance and coordination structures for National Accounts • Strengthen systems for data collection, compilation, processing, analysis, and dissemination for national accounts and economic statistics • Strengthen STCs or Universities for training delivery

  9. Technical assistance • Methodological Development • set of guidebooks • Capacity Building • Training • Training workshops/seminars • Distribution and dissemination of the developed guidebooks • Usage of guidebooks for curricula

How can STCs (ENSEA) help ? • Capacity Building by holding • Training workshops/seminars at national and regional levels • distribution and dissemination of the developed guidebooks • Usage of guidebooks for curricula • Advocacy by holding • Workshop/seminars for stakeholders at national and regional levels • Methodological by • Provide assistance and training

ENSEA: experiences • Develop curricula and practice with ICP (ADfB) and Afristat • Initiale training (Bachelor and Master) • Two year cours in National Account with methodology of 2008 SNA • External trade and BoP • Courses in data collection, compilation, processing • Indice and price statistics • Courses in analysis (short and long terme, ppa, etc.) and dissemination
