  2. Background • How do we declare a Local Disaster in Colorado? • C.R.S. §24-33.5-709 states, “… may be declared only by the principal executive officer of a political subdivision.” • What effect does a declaration of local disaster emergency have? • Response, recovery, plan activation, aid • What information should we use to recommend an emergency declaration? • ???

  3. Complexity Analysis Tool • Statements with Yes/No answers • Deliberately open parameters for jurisdictional flexibility • Designed for use throughout multiple operational periods and for any type of disaster/emergency • Use only what you know to answer questions • Use as a guidance document to discuss with political officers • Not binding – use experience and knowledge for final determinations

  4. Complexity Analysis Tool • Let’s play! • Example 1: potential communicable disease outbreak • Example 2: potential contaminated water supply • Thanks! Contact us for more information: • Don - dangell@montrosecounty.net • Kristin – kpulatie@montrosecounty.net
