  2. The Human Development Report has been published since 1990. • The Report was first launched with the single goal of putting people back at the center of the development process. The goal had far-ranging implications — going beyond income to assess the level of people’s long-term well-being. • The HDR has offered ground- breaking analysis on a wide range of critical issues, such as: people’s participation, human security, human rights, cultural liberty, etc. • Since 1992 more than 600 National Human Development Reports have been published. The NHDRs are dynamic advocacy tools created through a process of civic engagement within countries. • Critical to progress in human development is the ability to measure and closely monitor it. Over the years, the global and national reports have helped to drive the evolution of the concept of human development and its measurement.
