Observations in SAIPs Logical Framework • Poor logical linkage was common observation Is this an example of good or poor logical linkage? • Specific objective; “Citizens and grassroots institutions of five towns empowered to claim quality public basic service” • Output 1; “Enhanced awareness of citizens and grassroots institutions of their responsibilities, entitlements and institutional process to contribute to and demand better quality primary education services” • Output 2; “Citizens and grassroots institutions trained and familiarized with applying social accountability tools (CSC and PPB) in order to influence and claim better quality public services in and Education sectors”

Observations in SAIPs Logical Framework SMART Indicators with appropriate information missing Indicators should be SMART: • Specific objective: “Citizens and grassroots institutions of five towns empowered to claim quality public basic service”   • Indicator; “The number of citizens indicating to have contacted a service provider/local government on the quality of service delivery in the 5 target woredas has increased by 35% between April 2013 (baseline) and December 2014 (endline)”

Observations in SAIPs Logical Framework • Output; “Enhanced awareness of citizens and grassroots institutions of their responsibilities, entitlements and institutional process to contribute to and demand better quality primary education services” • Indicator; “160 citizens in each of the 5 targeted woredas attended workshop on citizen’s entitlements and institutional process by September of 2013”

Observations in SAIPs Action Plans Common recommendations on SAIPS Action Plans: • Make sure that key steps of Social Accountability tools are listed • Check the timeline; key activities are planned in right quarter/ correct timeline for applying the Social Accountability tools • Activities should be detailed enough • who are the participants, • how many participants, • how long is the event, • what it the topic of the event • Action Plan should be aligned with the Logical Framework • Activities should lead up to the relevant outputs
