IDTT Allocations • Beginning of Year allocations (APFs) are determined on a fair-share basis between EVERY program (Discretionary and Fenced). • You should not boost Fenced Fund allocations using Discretionary funds. • Mid Year distributions are determined based on identified unfunded requirements and execution of funds to date. Reserve Operational Manning IDTT Beta Test Program • Fill vacant billets in designated units (definition TBD, for beta = NCW and AIRES Sqrdrns) with Cross-Assigned In personnel from outside local area and manpower surplus from like units. • Cross-Assigned SELRES drills with designated unit minimum 4 times/yr on IDTT, performs AT with unit, and mobilizes with unit.   15. Additional Drills • Most Units are authorized either ATPs, AFTPs, or RMPS. COMNAVRESFORCOM Units authorized ATPs are not authorized RMPs; RMP type work may be completed using allocated ATPs. Most commissioned and equipment owning units are authorized ATPs. Standard Operating Procedures Budget: • Comptroller budget call for AT/ADT/IDTT to centers. • Ech V CO consolidates CEFAT inputs from Ech VI COs • Comptroller and Ech IV Training Dept review inputs. • Funds are provided to Ech IV based on history and endstrength, not budget calls (Ech IV does for internal use only and to justify adjustments in phasing, etc.) • Determine Ech IV and V allocations for initial phasing plan. • Issue funds to Centers/activities via Summary/Transfer screen in NOWS.   18. Fund Approver JQR Job Qualifications Requirements (JQR) • Available on the web site with JQR Powerpoint Training Aid. (https://reserves.navy.mil) • Current Primary FAs can sign themselves off but still have to get final qual card signed by Comptroller and Ech IV TO. • Provides for smooth turnover tool and easy training of alternates. • Final Qual Card is not for “board” procedures, only to provide Comptroller and Ech IV TO with names of qualified FAs at their Ech Vs. • Feedback form is embedded; will update with major NOWS build changes.   19. Execution • The Comptroller shop should be the only one contacting N01B or CNRF N00F when funds are involved. • Move funds liberally to keep quarterly obligations high. This is easily accomplished by giving funds up when surpluses are identified. • Additional funds should not be requested by Ech IV unless you are under $200K in uncommitted for the remainder of the quarter. • When possible, orders should be through OS role 60 days prior to report and Fund Approved 45 days to report date.
