  2. Major Reports Containing Entered Employment/Placement Metrics • Daily Job Placement Report (Governor Report – short term) • Monthly Management Report (RWB Report – short term) • Balanced Score Card (State Report - long term) • ETA9002 (WP) (Federal Report - long term)

  3. Major Reports Containing Entered Employment/Placement Metrics • Focus will be limited to the entered employment/placement aspects of these reports. • Methodologies and data sources for reports are different and will be explained. • Reports will be compared and contrasted.

Daily Job Placement ReportShort-Term • This report is NOT closure/exiter based. • The individual just needs to be a participant in EFM • The recorded placement needs to • occur during the participation with • record date on the day being pulled. • Employment status at participation does not matter. • Only staff recorded placements in EFM are used for the daily report (codes 750 to 881).

  6. Daily Job Placement ReportShort-Term • Placements recorded after 6pm EST more than likelywill not count for the nextday’s report. • Requested by the Governor circa July 2011. • Collaboration between PRAU, LMI, UC, GEOSOL • Produced daily (business days)

  18. Monthly Management ReportShort-Term • This report isproducedmonthly. • The individual must go 90 days without a reportable service in all partner programs. This includes WIA and TAA. • The individual must have an employmentstatusat participation of • unemployed or • received notification of lay-off.

Monthly Management ReportShort-Term • Placements are captured in 3 ways: • An EFM placement isrecorded for an individual via result of a referral to a job order ( 750 to 879). • An obtainedemployment (880 to 881) isrecorded by staff. • For a new hire placement, • the individual has hadat least one reportable service AND • has a new hire match within 90 days of their exit.

  20. Monthly Management ReportShort-Term • The MMR is for RWB use only. • Modifications are made every program year by a broad consensus reached on EFM Data Store Calls • RWBs also have the ability to run most of the reports daily.

  22. Balanced Score CardLong-Term (State) • Produced by PRAU • Produced quarterly • Currently used for incentive evaluation • Base file used is the ETA 9002 DV FILE. This is the same file used for the Federal report to the USDOL-ETA. • There is currently no distinction between claimants and non-claimants.

Balanced Score CardLong-Term (State) • Exiter based • Individuals must go 90 days without a service in WP or any other partner programs (WIA,TAA). • Individuals must be unemployed or have received notice of layoff at participation. • Only exiters withUnemploymentInsurance (UI) wages in the 1stQtr after exit are included in the numerator. • Staff placements or new hire placements DO NOT affect this report. It is strictly driven by wage records.

ETA 9002 (WP)Long-Term (State) • The report is produced by PRAU (processed via DRVS software after adding wages from other states) • The file is produced quarterly. • The base file is a snapshot file called the ETA 9002 DV file. It is produced by Geosol. • Claimants are shown as a subset of the total population however, these numbers are informational.

ETA 9002 (WP)Long-Term (State) • Latest report submitted in November for participants exiting between Jan 1, 2010 and Dec 31, 2010 (2010Q1 to 2010Q4). • This report uses a rolling 4 quartersmethodology. • Each new reportingperiod drops the earliest quarter to make room for adding the next quarter.

ETA 9002 (WP)Long-Term (State) • Exiter based • Individuals must go 90 days without a service in WP or any other partner program (WIA,TAA). • Individuals must be unemployed or have received notice of layoff at participation. • Only exiters with wages in the 1stQtr after exit are included in the numerator. • Staff placements and new hire hits DO NOT affect this report. It is strictly driven by UI wage records.

  28. ETA 9002 (WP)Long-Term (Federal) • Retention Rate – Did the exitingparticpantremain employed for at least 3 Qtrs after exit? • Wage Rate – What were the wages for those who remained employed in their 2nd and 3rd Qtr after exit?
