Background • The Army recommended closing Fort McPherson as part of Base Realignment and Closure 2005 (BRAC 05) • The BRAC Commission approved this recommendation, including relocating Headquarters, Forces Command (FORSCOM) and United States Army Reserve Command (USARC) to Pope Air Force Base / Fort Bragg, North Carolina • By law, the Army must complete BRAC 05 actions by 15 September 2011

Military Construction Contract Summary • Project’s design-build contract scheduled completion date is 21 June 2011 • 20 September 2008: Savannah District of the Corps of Engineers (COE) awarded the FORSCOM/USARC Headquarters Military Construction (MILCON) project contract to Hensel Phelps • Full scope contract: • Awarded for $288,538,000 • Total programmed amount is $315 M • Includes the COE supervision, administration costs and project contingency funds • Contract schedule is 993 days • 1 October 2008: Notice to Proceed issued

Military Construction Overall Design Features • Project includes: • Design services, site demolition and preparation, construction of utility infrastructure and approximately 700,000 square feet (SF) of Command Headquarters office space and associated communications buildings • Six buildings: • Main Command Headquarters Building • Installation Processing Node (IPN) • Energy Plant • Disaster Recovery Center (DRC) • Information Management (DOIM) Administrative Building • Info Tech Building expansion • Site work: surface parking lots, sidewalks, and landscaping

Human Resources Focus • FORSCOM’s BRAC relocation goals include retaining and recruiting a capable, highly performing, results-oriented, and diverse workforce while taking care of people • FORSCOM must preserve intellectual capital during the relocation • Incentivize the civilian workforce to relocate to Fort Bragg • Partner with the North Carolina BRAC Regional Task Force to show what the Fort Bragg region offers • Rapidly recruit candidates to replace employees who choose not to relocate
