Capacity allocation planning • 4th IG Meeting (17/09/2007): CRE proposal to TIGF, Enagas & GRTgaz on how to allocate new capacities resulting from their investment plans • TSOs basically agree on this proposal, capacity allocation would be organised as follow : • OSP “Guyenne 1” capacity in winter 2007/2008 • OSP “Larrau A & B” capacity (-> 100 GWh/d) before mid-2008 according to results of working groups 2,3 and 4 • Open seasons under consideration : • OS “Larrau C” and “Guyenne 2 & 3” capacity (-> 165 GWh/d) later in 2008 • OS Midcat capacity (180 / 230 GWh/d) later in 2008 or 2009 • Opportunity to add an OS on Biriatou will be considered Note: OSP = Open Subscription Period (allocation of existing capacity) OS = Open Season (allocation of capacity to be developed)

TSO Action plan 6 working groups have been established, with names of people in charge by the TSOs : • WG1 Biriatou capacities : Enagás, Naturgas Energia, TIGF • WG 2 Larrau contractual agreement (pressure, flows, capacities) : TIGF, Enagas • WG 3 Larrau “Interconnection Agreement”: TIGF, Enagás • WG 4 Capacity marketing • WG 4.A Marketing coordination for capacities linked with investment already decided (Duration, Short vs Long term bookings, Allocation mode) : Enagás, TIGF • WG 4.B Open season for capacities linked to investment not yet decided : Enagás, TIGF, GRTgaz • WG 5 Long term interoperability (EASEE-gas CBP): TIGF, Enagás • WG 6 Project follow-up: Enagás, TIGF, GRTgaz

  6. Agenda of the working groups • WG 1 : Meeting the 16/10 • WG 2 and WG 3 : Work in progress. Latest version of the agreement dated July 2007 • WG 4.A : First proposal has been sent last week. First meeting to be held between EANAGS and TIGF 30/10 • WG 4.B : first drafts of documents exchanged • WG 5 : See report hereafter • WG 6 : First proposal made by ENAGAS during 4th IG Meeting (17/09) A progress report on all WGs will be issued to next IG meeting
