Overview • Current Master Patient Index within VHA supports the provision of unique enterprise identifier and the ability to correlate (link) the existing patient records about an individual • VHA’s MPI (File 2) • VHA’s Federated MPI for FHIE/BHIE (CHCS I, SADR, Pre and Post deployment assessments from OEF and OIF) • Basic identity data is Name, DOB, SSN and Gender as well as the Domain and Source Id to establish a unique identifier (ICN/VPID)

Statistics and Information • Currently have approximately 14.6 million unique patient entries • MPI is standards based • ASTM E1714 standard for Universal Healthcare Identifier and • Follows the OMG PIDS specifications • Supports the ability to provide patient care and ancillary services through access to the patients electronic medical record

VHA’s MPI • Contains all entries from VistA file 2 which includes: all patients, employee patients (employee health and VA), humanitarians, ineligible, and research patients • Work underway to enumerate all entries from VistA file 200 which are employees, users, and providers as part of the efforts for Common Services and National Provider Identifier • Process of Transitioning to what is currently proposed to be called a Person Index known as Person Services Identity Management • Provide a unique person identifier (ICN/VPID) for identification and correlation of person records in support of: • Business functions related to VistA and HEV • National Provider Identification

VHA’s Identity Management Data Quality (IMDQ) Team • Business Steward/owner for the identity data for VHA • Identity Management Data Quality Team supports the efforts at the local level and nationally • Develop and issue policy and guidance around identity data, including identifying strong practices • As the Business owner of the MPI our group is responsible for identifying new requirements for software improvements and changes to the MPI functionality and initiating project requests to support those changes • Provide enterprise requirements for implementation and use of the identity management services

IMDQ Team activities • Identify and resolve identity issues such as • Overlaps and overwrites of identity data • Overwrites are patient safety issues and are considered a catastrophic edit to a patient’s identity • Resolution of duplicates • Maintain the integrity of the data • Support local staff in resolution activities and to foster good business practices for identity • Develop training for facility staff • Provide direction, policy and guidance around MPI/Identity activities and requirements • User Acceptance Testing • Assist the development teams in testing the incorporation of identity management requirements within other projects

Existing VHA Federated Model • The Federated model in support of data exchange with other partners such as DoD leverages the VHA Framework currently • supporting bi-directional sharing of data between DoD and VHA • The existing Framework provides a service that correlates Patient records within each of the DoD Healthcare systems to a single VHA Id (ICN/VPID) • The Framework’s architecture provides the capability for patient identity management with other external systems (e.g. Non-VA systems)

Current Development Projects • Changing from a Coordinating Master of Record Concept for control of identity data to a rules based adjudication of updates or Primary View • Transitioning to a HealtheVet environment where applications are re-hosted in a Services Oriented Architecture • Transitioning in FY 08 to a COTS product for a probabilistic matching algorithm • Implementing new resolution tools • Long term plan is to automate as much of the resolution as possible, remove human intervention
