Genesis of Reachback • First reach-back efforts started in Sep 07 in support of the 408th CSB in Kuwait • Directed by SECARMY in response to fraud and contract quality issues • Root causes of Kuwait issues include: • Massive increase in workload • $150M annually to $1B • Growth in complexity of business • Lack of defined requirements process • Personnel challenges • No increase in staffing levels • Inexperience of personnel • Difficulty in recruiting

Why the RICC? • Habitual relationship with ASC which has world-wide reach tied directly to the war-fighter • AFSBs aligned with CSBs in every AOR • Able to bring LOGCAP management structure to the table, if needed • SWA efforts backed by a 300-person Acquisition Center • Extensive experience executing contracts with performance in SWA • Experienced with large-dollar service contracts • Able to supply needed contracting specialties • Pricing, Property, Counsel • Able to tap into ACC acquisition solutions and resources • Existing contracts • Acquisition planning expertise • More than 2000 Acquisition personnel

SWA Reachback Key Points • Unless specifically directed by the 408th CSB Commander, every procurement over $1 million is sent to the RICC for execution • DCMA administers select Reachback contracts in addition to LOGCAP in Kuwait • Every major organization in Kuwait has requirements executed by Reachback (1st TSC, ASG-KU, 401st AFSB, 408th CSB, AFCENT) UNCLASSIFIED

SDDC Reachback • Prior to FY 08, SDDC Support in CENTCOM executed by 409th CSB team in Bremerhaven • Approached by SDDC PARC in April 08 to execute this mission • MOA executed on 1 Jun 08 • Assumed immediate responsibility for all SDDC requirements in CENTCOM AOR • Deployed personnel forward to provide “On the Ground” support to 595th TTG in Kuwait

What We Provide SDDC Contracting Support • Full Compliance on all contracts with CENTCOM required initiatives such as Quarterly CMR Census, SPOT, Vetting of Armed Contractors • Centralized Host Nation Support, Local Tariffs and FAR-based requirements across CENTCOM • Other Support • Assist in consistent requirements definition through standard IPTs • Tracking and Training of Contracting Officer Representatives (CORs) • Standard Operating Procedures developed to centralize challenges for resolution • Liaison contracting efforts between TRANSCOM and SDDC
