  2. Statistics of Patent/UM at KIPO • About 190,000 annual filings on average • Among them, approximately 160,000 filings requested for examination • In 2012, almost 170,000 applications examined by KIPO examiners

  3. Non-patent & Standard Prior arts for Exam. • With technology more complicated and standardized, non-patent literature and standard technical documents frequently cited as prior arts • A dramatic annual increase in citation of non-patent literature such as academic journals as prior arts • A recent jump in citation of standard technical documents as prior arts for the last two years

  4. KIPO led to consider Non-patent & Standards Documents • Examiners with previous work experience in companies or research centers are more inclined to search prior arts from non-patent literature - About 60% of KIPO examiners are Ph.D. holders • In fields with fast technical development and priority on technology standardization such as telecommunications, audio & video, computer, etc., examiners refer to both non-patent literature and standard technical documents • In fields with core technology or chemical formula such as chemistry, science, etc., non-patent literature is more searched among examiners

Non-patent Documents available for KIPO Exam. • Current subscription to 25 electronic journal DB including IEL, STN, Nature, etc. • Subscription to additional 8 online journals such as Blood, Cancer Research, etc. • Among printed periodicals not available in electronic format, 163 national and foreign journals centering on PCT minimum documentations are purchased ☞Annual addition of new subscriptions considering PCT minimum documentation and journal subscription requests by examiners ☞ As for non-patent literature, KOMPASS, Korean Multifunctional Patent Search System, is in place at KIPO for convenient database search

Standards Documents available for KIPO Exam. • (IEEE) Online search and data access through contracts • (3GPP, IETF) Online download and utilization of documents by examiners • (Other fields) Securement of relevant documents through DDS(Document Delivery Service) when examiners request ☞ Time-consuming search work due to differences in methods for providing standard technical documents as well as search environment at each international standards organization ☞ Some cases of standard technical documents with indistinguishable publication date on websites ☞ Various versions such as final resulting standards, drafts, working group documents, etc. exist for one standard

  7. Future Plan for Standards Documents • Currently, some free, online documents being provided to examiners • Prioritized digitalization of free standard technical documents(’14, 3GPP) - Hope to cooperation with SDOs • Digitization of fee-based standard technical documents through collaboration with international standards development organizations in the future - ITU, ETSI, etc.
