  2. What is happening so far? • New legislative package for 2014-2020 period adopted by European Commission in October 2011 • On-going negotiations at the Council and at the European Parliament • Adoption of new regulations foreseen in the course of 2013

  3. But… • Beforehand, agreement on the EU budget must be reached • …in principle before the end of 2012

  4. Budget for Cohesion Policy post 2013(*)

  5. How will ETC funding be allocated? Total 11,7 billion (constant 2011 prices) proposed in draft regulation(*) • 73,24% (i.e. a total of EUR 8,569,000.003 from cross-border cooperation) • 20,78% (i.e. a total of EUR 2,431.000,001) for transnational cooperation) • 5,98% (i.e. a total of EUR 700,000,000) for interregional cooperation) (*) Financial framework not yet adopted .

What changes compared to current period? • Aim for 2014-2020 • Improved coordination between EU funds • stronger coherence between "Cooperation" and "Investment for growth and jobs" programmes and other community and national programmes • Enhanced result orientation • Alignment with EU2020 strategy (smart, sustainable and inclusive growth) • Thematic concentration

Thematic Objectives to Deliver Europe 2020 • Strengthening research, technological development and innovation • Enhancing access to, and use and quality of, information and communication technologies • Enhancing the competitiveness of small and medium-sized enterprises, the agricultural sector (for the EAFRD) and the fisheries and aquaculture sector (for the EMFF) • Supporting the shift towards a low-carbon economy in all sectors • Promoting climate change adaptation, risk prevention and management • Protecting the environment and promoting resource efficiency • Promoting sustainable transport and removing bottlenecks in key network infrastructures • Promoting employment and supporting labour mobility • Promoting social inclusion and combating poverty • Investing in education, skills and lifelong learning • Enhancing institutional capacity and an efficient public administration

  8. Investment priorities • Each thematic objective is translated into “investment priorities” (in Fund-specific regulations) • The list of investment priorities is exhaustive

Investment priorities • Example • Thematic objective: • Promoting climate change adaptation, risk prevention and management • Investment priorities (ERDF): • supporting dedicated investment for adaptation to climate change • promoting investment to address specific risks, ensuring disaster resilience and developing disaster management systems

Macro-regional strategies • Integrated framework for aligning policies and funding with a view to increase impact, beyond ambit of cohesion policy • General support for « Three No's » (no new EU legislation, institutions and funding) • Scope for synergies between transnational cooperation programmes and macro-regional strategies to be further explored (where geographical overlap) • 2013: Evaluation of broader concept of macro-regional strategies

  11. EU Strategy for the Baltic Sea Region • The EU Baltic Sea Region counts 85 million inhabitants (17 percent of EU population) and eight EU countries (Sweden, Denmark, Estonia, Finland, Germany, Latvia, Lithuania and Poland)

  13. EU Strategy for the Danube Region • 14 countries: • 8 EU Member States: Austria, Bulgaria, Czeck Republic, Hungary, Germany (Baden-Württemberg, Bavaria), Romania, Slovenia • 6 non-MS: Bosnia-Herzegovina, Croatia, Moldova, Montenegro, Serbia, Ukraine

Other type of strategies Developing a Maritime Strategy for the Atlantic Ocean Area (Communication of the Commission of 21/11/2011) – Action Plan in preparation Based on 5 themes: • - Implementing the ecosystemapproach • - ReducingEurope’scarbonfootprint • - Sustainable exploitation of the Atlantic seafloor’snaturalresources • - Responding to threats and emergencies • - Socially inclusive growth

Other type of strategies Developing a European Union Policy towards the Arctic Region (Joint Communication Commission / High Representative for Foreign Affairs and Security Policy of 26/6/2012) - ReviewEU’s contribution to the Arcticsince 2008 - Future enhancedcommitmentwithArcticpartners - Aimis to protect the Arcticenvironment and support sustainable and peacefuldevelopment in the region

  17. And what about the Northern Periphery? • Commission proposes the geography of the future programmes. • Proposal will be submitted soon to the MS for their comments. • In principle Commission supports continuity of programmes to be adapted in case of macro-regional strategies.

  18. What else? • Preparation of operational programmes in parallel to ongoing negotiations • Objective: to speed up approval of programmes as soon as entry into force of regulations (1/1/2014)

  19. And to conclude… • The Commission looks forward to the new generation of programmes to demonstrate that European Territorial Cooperation represents an added value for all participating countries and all citizens.
