New Dutch WEEE collection: multisystem of collective schemes Collective WEEE NL Other collectives … Societies Browngood, Whitegood, etc. Collective RTA Collective WECYCLE - Producers will be members of the relevant societies AND of one of the collectives or possibly of more than one. - The collective Wecycle and the societies remain as one, although the ‘altlast funds’ are also open to other collectives ……………………………… producers ………………………………..

New Dutch WEEE collection: producer council Producer Council • An independent producer council will be responsible for: • Evaluating the collection results of the total system • Engaging actions if need be, based on relevant data from national register and monitoring council • Looking after the collective interest of all producers towards third parties • Setting of targets for Society for Social Responsible Tasks with respect to research and national campaigns • Determining budget for Society for Social Responsible Tasks and National Register • The council will be formed of member of the societies of Wecycle and the other collective systems • No agreement yet on: The voting rights within the council • A set-up is needed so not one system has an automatic majority

New Dutch WEEE collection: national register National Register • The national Register will be responsible for: • Registering POM and Recycle data • Registering producers and recyclers • Reporting to the ministry on the above • The national register is set-up as a black-box and will be set-up by a former part of Wecycle • No agreement yet on the following possible tasks of the National Register: • Invoicing of producers of the membership fees of the different collectives • Deducting the fees for the national register and society of social responsible tasks • Distributing remainder to collectives • Payment of the stimulation fee to recyclers (period until July 2015)

New Dutch WEEE collection: monitoring council Monitoring Council • The monitoring council will be responsible for: • Securing the confidentiality of data (black box) • Interpreting data • Signalling wrong practices in the market so to direct control • The monitoring council will be formed by members of: • Producer collectives • Recyclers • Ministry • Municipalities • other

New Dutch WEEE collection: society of social responsible tasks Society of Social Responsible Tasks • The society of social responsible tasks will be responsible for: • National (mass media) communication and campaigns (general character) • Research • No agreement yet on: • - Sponsoring • The society of social responsible tasks (SMT) is accountable to the producer council. Possible supervision by a marketing committee. • All producers are obliged to contribute! • The remainder of the communication and campaigns will be handled by the different collectives. • No agreement yet on: • The budget

New Dutch WEEE collection: declaration of altlast costs of collectives Altlast funding • The funding of costs made for altlast (= EEE pom before 2005) is based on: • Equal reimbursement for equal performance for all collectives • Treatment of WEEE according to WEEELABEX/CENELEC standard • Declaration of these costs to societies based on control of invoices by ‘black box’ accountant = third party scrutiny of invoices, no transfer of commercial information • No agreement yet on: • only producers with former key-products are entitled to altlast reimbursement (so television, dvd producer Yes; camera and radio producer NO) instead of fair share principle between society members. • How to establish the ‘altlast vs neulast’ ratio: by each collective individually or by an independent third party or fixation by producer council. • Not yet decided: • How to establish ‘equal performance’. Possible introduction of conditions related to performance (standard 60% + 10% for high end recycling + 10% for Social Responsibility, etc to 100% reimbursement)

  10. New Dutch WEEE collection: clearing house between collectives There has been no discussions as to the need or necessity of a clearing house between collectives.
