  1. Critical Business Functions “A Refresher”

  2. Objectives • Identify what we (agency) do; • How we get it done; • Resources required to get it done; • Establish what are the critical functions; • Establish a critical timeframe for each function; and • Identify any workaround procedures.

  3. How To Identify What We Do • Review agency mission statement; • Identify, legal, regulatory, or contractual requirements; • Interview staff; • Develop an agency-wide questionnaire; • Conduct facilitative sessions; and • Use combination of methods, follow up with e-mail.

  4. Define How We Get It Done • It is important to understand how the agency accomplishes the function. • This will help define what are the external dependencies or in other words what is needed to accomplish the function that you may have no direct control over. • This will also define the resources that are needed.

  5. Resources Needed To Support Functions • Personnel • Office Space • Information Technology • Computers • Computer Applications • Telephones • Electrical Power • Furniture

  6. Resources Needed To Support Functions • Vendor Support • Internet Access • Expertise • Transportation • Forklifts • Warehouse • Another Agency

Establish Which FunctionsAre Critical • Essential Functions (Critical Business Functions): Those functions that enable State agencies to provide vital services, exercise civil authority, maintain the safety and well being of the citizens, and sustain the industrial and economic base in an emergency.

  8. Agency Functions Task A. List All Agency Functions. 1. Examine agency legislative and regulatory mission. 2. Review existing SOPs and EOPs. 3. Talk to experts and former employees familiar with the agency. 4. In the first column of the table below, list all agency functions identified. Task B. Identify Essential Functions. 1. Re-examine agency mission. 2. Examine the services the agency provides to other agencies and the public. 3. Identify supporting critical processes and services in column 2. 4. Indicate in column 3 which functions are “essential” after considering their relationship to the agency mission and their supporting critical processes and services. The first two rows provide examples of essential and non-essential functions.

Associate Critical Timeframe With Each Function • RTO: Resumption Time Objective -following a disruption, time at which function must be accomplished to avoid severe consequences. • In other words what are the impacts that will occur if the agency cannot perform function and when will they occur?

  11. Prioritize Critical Functions

  12. Define Workarounds • Workaround: Procedure for accomplishing the function in absence of a resource. • Examples, work from home, identify different methods for communication, use historical payroll information, etc.
