  3. Third-Grade Reading Guarantee Provide early intervention and support Administer reading diagnostics Implement Reading Improvement and Monitoring Plans

  4. Third-Grade Reading Guarantee Require teacher credentials Retain3rd grade students that do not meet the required cut score Report Data

  5. Third Grade Reading OAA 2013-2014 school year all students scoring below 392 on the third-grade reading OAA must be retained

  6. Third-Grade Reading Guarantee Exemption ELL – full 3 years in a U.S. school or 3 years of instruction Students with significant cognitive disabilities – exempted from all the requirements ODE – authority to exempt other students with disabilities – case by case

  7. Third-Grade Reading Guarantee Exemption Students who demonstrate reading competency on an alternative reading assessment approved by ODE Any student who has received intensive remediation for two years and was previously retained in grades K-3

  8. Third-Grade Reading Guarantee On or after July 1, 2013, every grade three student on a Reading Improvement and Monitoring Plan (RIMP) must have teacher who meets credentials

  9. Third-Grade Reading Guarantee Teacher Credentials to provide intervention One year reading instruction PLUS one of the following credentials:

  10. Third-Grade Reading Guarantee Hold a K-12 reading endorsement; OR Master’s degree with a major in reading: OR

  11. Third-Grade Reading Guarantee Has “above expected” rating for Value Added; OR Passing score on a rigorous test – Fall 2013: OR

  12. Third-Grade Reading Guarantee Rated “most effective” for reading instruction consecutively for the most recent two years based on approved assessments of student growth; OR

  13. Third-Grade Reading Guarantee Holds an alternative credential approved by the department or has successfully completed a department-approved training for reading instruction for working with ELLs less than 3 years in U.S. schools or a student with an IEP; OR

  14. Third-Grade Reading Guarantee Holds an educator license for teaching grades pre K-3 issued on or after July 1, 2017 and passed a rigorous exam of reading instruction identified by the department; OR

  15. Third-Grade Reading Guarantee A speech-language pathologist who holds a license issued by the board of speech-language pathology.

  16. Third-Grade Reading Guarantee Does not have at least one year of teaching experience: may serve as the teacher of record IFholds one of the credentials and mentored by a staff member who meets criteria

  17. Third-Grade Reading Guarantee A teacher, providing any services required by the guarantee, in place of the teacher of record must: meet criteria gain the approval of teacher of record and principal, and document in student’s RIMP

  18. Third-Grade Reading Guarantee The State Board of Education will develop reading competencies that will inform all reading credentials, training and teacher preparation by January 31, 2014.
