  2. INDICATOR 11 • Percent of children with parental consent to evaluate, who were evaluated within 60 days.

  3. OSEP Monitoring Priority • Effective General Supervision Part B/Child Find • Compliance Indicator: Target of 100% established by OSEP • States cannot adjust the target Verified!

  4. INDICATOR 11 • Federal Regulation: • 34 CFR 300.301 Initial Evaluation: Requires that the Initial Evaluation be completed within 60-days of receiving signed parent consent. • State Special Education Rules • 6.31.2.10 (D) (1) Initial Evaluation

Measurement: • # of children for whom parental consent to evaluate was received. • # determined not eligible whose evaluations were completed with 60 days. • # determined eligible whose evaluations were completed within 60 days. • Account for children included in a but not included in b or c. Indicate the range of days beyond the timeline when the evaluation was completed and any reasons for delay. • Percent = [(b + c) divided by (a)] times 100.

  6. Target Not Met • Last year New Mexico did not meet the target of 100% of number of students for whom parental consent was received and whose evaluations were completed within 60 days.

STARS BUSINESS RULE • Required only for INTIAL parental consent and INITIAL evaluation.   • Does not include reevaluations: • students moving into a district are considered reevaluations if they were receiving services at their previous school • Does not apply to initial evaluations for gifted (Child find exception 6.31.2.12 (F) (1))

Entering Data Public Folders > eScholar Framework for Cognos - Verify > District/Location Reports > Special Education > Parental Consent - 60 day timeline (SPP11) • Data is submitted via the SPED Events template • Parental Consent date should be entered with an event code of 30. • The Evaluation date should be entered with an event code of 31 • Submit Event records only for Initial Evaluations that happen within the current school year.

  12. Fixing the Data • For Events dates, or non-compliance reasons that have not been submitted, just resubmit your events templates with the correct dates or reasons codes (no deletes required) • For incorrect dates, you must request a delete of the specific event from the STARS helpdesk.
