People do not have to be constantly directed to achieve. Creativity at work is equally distributed throughout the population. People are as interested in intrinsic reward as they are in extrinsic and large numbers of people are keen to accept personal responsibility. Workers generally dislike work, and are motivated only by reward. Workers have to be closely monitored and supervised. They have little ambition and do not desire to grow. They lack creativeness and initiative.
