MAIN FEATURES AND KEY ASPECTS • National consultative processes • Community structures representation • Multi-sectoral task force (CSOs, UN, Donors, Govt Ministries etc) • Joint assessments • District disaster management committees which is multi-sectoral • Food security coordination which is also multi sectoral with various indicators, joint report which is submitted to OPM

Main Features Cont’d: • NGO support to OPM through conducting Vulnerability Capacity Assessments done by humanitarian organisations (OXFAM 12 districts in 2008, Uganda Red Cross 2007 looking at 22 districts to a set up for mapping. High involvement and participation in communities • Government partnership with NGOs • Budgeting process starts from communities (community meetings, parish development plans which feed into district development plans which are also a focal • Baseline surveys and community needs assessments before community interventions using their scorecards etc • Evidence-based advocacy • Institutional framework and Collaborative agreements are in place

EXAMPLES OF GOOD PRACTICE • Community Seed banking and food storage models (community committees; benefits include access to appropriate inputs and technology (drought resistant seed), early warning information, access to quality seed.Uganda • L.Victoria initiative (Red Cross) benefits: all inclusive • Learning Journeys (exchange visits) benefits: cross-learning across East Africa • Nile Basin Initiative (10 countries: shared activities across countries; learning from best practices; transboundary learning; cross-border beach management committees sharing info and keeping water clean • Self Help activities (youth, women etc) benefits; ‘merry go round’, community safety nets-Kenya

CHALLENGES • National collaboration not trickling down to the community level from Govt but humanitarian organisations do consult with communities • Disasters are narrow; only limited to famine , floods ,etcs • Kenya (Special Program Ministry) is little known; don’t know about food insecurity, alleviation of hunger • Collaborative agreements are not adhered to due to multiplicity (e.g of double doors as fire escape but second day is locked, in schools, approvals • ‘Forgotten persons’, Indegenous people, elderly, disabled, youth, gender; hiv affected persons etc not consulted and yet generation with local knowledge

  7. CHALLENGES Cont’d: • Rural-urban migration, institutions need to be devolved to go down to community; • Govt-NGO struggles; political issues • Need for community bye-laws and ordinances

  8. CHALLENGES Cont’d: • Different levels of understanding of approaches; modes of implementation are different etc amongst Government, civil society, UN etc due to limited sharing of information • Vision and paradigm shift of DRR not yet concretised across all sectors.

CHALLENGES Cont’d: • Dependency syndrome • Media motivation low eg journalists not receiving sponsors for environmental /Disaster prevention (corporates not motivated) PANOS sponsoring Environmental Journalism Association • Documentation of DRR limited e.g on Traditional Institutional memory; is it documented?, eg early warning practices etc

SOLUTIONS Cont’d: • Strengthen Institutional capacity building at all levels • Be very selective, ability to demonstrate skills in their work • Government should allocate funds for environmental Media Reporting • Reporting needs to be harmonised and standardized viz baselines, targets, achievements, funding, challenges • Training in Transformative leadership for Attitudinal change • Govt should educate and involve farmers for effective participation • Develop SOP that can be used in disaster response

  11. SOLUTIONS Cont’d: • Refine Multi-sectoral and multi-disciplinary approach be implemented at community level eg fisher folk, farmers, etc • Strengthen Public Private Partnerships • Capacity building trainings need to be harmonised, targeting needs to be changed
