  3. What is the Relationship Quality Instrument [RQI]? Training Agenda • The RQI is an annual survey given to MCP program youth each year. • The RQI is designed to measure the quality of program services from the vantage point of the mentee. • FYSB uses the RQI to ensure that mentoring is a positive experience for our youth participants. • This survey is a required activity as mandated by your grant agreement.

  4. When Do We Begin? Training Agenda You should begin reporting RQI data on youth who are eligible from July 1, 2011 through September 29, 2011 All data is expected to be entered into OLDC and submitted by September 29, 2011 Please Note: The time for the survey typically runs through October 31, but due to program close out, the date has been adjusted.

  5. Eligibility? Training Agenda The Survey is to be administered to youth who as of July 1, 2011 -- Are at least 9 years of age or older -- Have been in an active match for at least 9 months or more Even if none of your program youth are eligible You are still expected to complete and submit the agency overview, Section 1 Part A & B prior to the September 29 deadline.

  6. How Is It Administered? Training Agenda There are two parts to the survey: --The Agency Survey is a brief organizational overview and only needs to be completed ONE TIME. --The Youth Survey is comprised of two sets of questions that must be completed FOR EACH CHILD. If you have no eligible youth, complete and submit The Agency Survey Only!

The Agency Survey Training Agenda The Agency Survey is a brief survey comprised of Section 1 Parts A and B: --Part A asks general questions about your program like: -- Where are you located? -- When did you first start a program targeting children of prisoners? -- Part B asks questions in aggregate about your active caseload like: -- How many youth are in your active caseload? -- How many youth in your active caseload have been active from nine to eleven months?

The Youth Survey Training Agenda The Youth Survey is a 2 part interview which include a series of 22 questions that must be read aloud to each child: -- takes approximately 15 – 20 minutes to complete -- gathers demographic information -- captures information about the child’s personal experience with their mentor and the program in general Sample Questions answered on a scale of 1 – 4 : -- My mentor has lots of good ideas about how to solve a problem. -- Sometimes my mentor promises we will do something, then we don't do it. -- I wish my mentor knew me better.  -- When I'm with my mentor, I feel important. 

  9. Where To Find the Survey Training Agenda https://extranet.acf.hhs.gov/ssi Log into OLDC with your user name and password just as you would when completing the Quarterly Performance Report. Choose Relationship Survey from the scroll down menu instead.

Youth Survey Tips Training Agenda Before the Survey: -- Assess your caseload to create a list of youth who meet the eligibility requirements. -- Identify and train staff responsible for administering the interviews especially regarding interviewing technique and confidentiality. (One or multiple people can fulfill this role) -- Prepare caregivers and parents in advance so that they can expect to receive the call. -- Schedule enough time to reach youth and complete the entire survey prior to the September 29 deadline. -- Plan to make multiple calls to reach the youth by phone.

Youth Survey Tips Training Agenda During the Survey: -- Make every effort to conduct the interview by phone, using in person interviews only as a last resort. -- There is a script included with the survey instrument that should be read aloud and verbatim. -- Secure parent or guardian consent for the youth to complete the survey. You must not proceed without this permission! -- Data can be entered directly into OLDC while conducting the interview or interview data can be captured in paper format and entered into OLDC later. -- Be patient and positive. You may encounter youth who may not want to participate or who may be distracted. -- Although we encourage youth to provide answers to the survey in private, parents or caregivers may insist on listening to the call.

  14. How Are Data Used? Training Agenda -- Survey data are used to highlight the quality of work our mentoring programs are providing to youth experiencing parental incarceration. -- You can also use the data to assess how well your mentoring program is performing by comparing your data to the national average. -- Although the survey was not designed to provide a quality measures for individual questions, scores for individual questions can be used to inform training needs and other program improvements. -- Remember to follow the prescribed confidentiality protocols. Information obtained in the survey should not be used to identify specific participants or be discussed with individual mentors or their mentees.
