What is new…….?? • New Ministry • Moved from DoL to DHET • New Minister • DHET took over responsibility for Skills Development in totality • New focus • NSDS extended for another year – same objectives, same targets • Focus on organs of the state • Selected objectives and success indicators elevated • Focus on • FET Colleges, Universities of Technology and Universities • Those who exit institutions of learning – internships and WE • Higher level technical/technological development – e.g.. artisans • Building capacity in state organs – especially FET Colleges • Small business development • Implications for SETAs • More closely aligned to DHET focus • Still have to address all NSDS objectives, but more selectively • Had to re-adjust SLA totally

NEW SLA vs SLA submitted in Sept • OBJECTIVE 1 • Developing a SSP – R1 million (same) • Communicate to 450 stakeholders – R400 000 (same) • OBJECTIVE 2 • Small BEE’s supported: was 50, now 70 (changed from R3m to R3,8m) • ABET 1 000 learners – R4,4m (same) • Learnerships was 800, now 700 (changed from R13m to 12m) • Apprenticeships 20 – R700 000 (same) • Bursaries was 10, now 20 (changed from R600 000 to R1,8m) • Skills Programmes was 1660, now 500 (changed from R5m to R2m) • OBJECTIVE 3 • NGO/CBO/CBC was 40 now 60 (changed from R2,5m to R3,3m)

NEW SLA vs SLA submitted in Sept (cont.) • OBJECTIVE 4 • Learnerships was 100, now 400 (changed from R3m to R10m) • Apprenticeships was 50, now 80 (changed from R7m to R8,5m) • Bursaries was 50, now 80 (changed from R1,8m to R2,4m) • Internships was 100, now 300 (changed from R3m to R5m) • Skills Programmes was 400, now 300 (changed from R1,6m to R1m) • Workplace experience was 50, now 70 (changed from R1,6m to R2,3m) • NVC 50 – R1,8m (same) • OBJECTIVE 5 • ISOEs remain at 2 (changed from R2.1m to R3,8m) • Capacity building budget (changed from R2,5m to R600 000

What does all this mean ……? • Focus on Scarce Skills • Keep a balance between requests for funding and levies paid • “You pay for your day-to-day training needs, we pay for those • extraordinary , specialised skills needs” • Participate in efforts of national importance – become part of the • national mentorship initiative • Go the extra mile – give young people a chance with an internship or WE • Keep up-to-date with SETA related information – www.agriseta.co.za

  6. WSP/ATRs MANDATORY GRANTS (ATR09/10 & WSP10/11) FINAL SUBMISSION DATE: Wednesday, 30 June 2010 (No extensions/exceptions)

  7. WSP/ATRs • TARGETS: • Large (80%) = 218  • Medium (60%) = 436  • Small (40%) = 980 

WSP/ATRs (continued • WHAT’S NEW? • From this year onwards, it is COMPULSORY for all employers employing 50 and more PERMANENT employees to SUBMIT the ATR09/10 and or WSP10/11 onlinevia internet – SETA Management System (SMS) • This will have a MAJOR impact on the following: • Save paper: E-mails/Faxes/Post sent • Improve quality of applications and eliminate many of common mistakes • Simplify re-submission process • Speed up processing of applications and approval for payment.

WSP/ATRs (continued) • COMMON PROBLEMS EXPERIENCED WITH ATR/WSP SUBMISSIONS: • Applications NOT FULLY completed and signed • Applications sent more than ONCE • (Note: AgriSETA do not require any original applications or authority pages.) • Proof of training incorrect/insufficient/not submitted • Calculation errors • SLOW/NO RESPONSE TO QUERIES (Re-submission) • (Contact details not updated)

WSP/ATRs (continued) • IMPORTANT INFORMATION: • Information & relevant documentation will be sent to ALL registered stakeholders and Skills Development Facilitators via e-mail/fax on a regular basis in the next few months/weeks prior to the submission date. • Please ensure that: • Contact details of employer, contact persons & SDF is up to date • Print/Save/Download all information • Make use of guidelines when completing ATR/WSP application • All information sent will also be available on our website under WSP/ATR INFO
