  1. Robert Wallace Energy Efficiency Analyst Sisters Energy Efficiency Workshop March 22, 2011

  2. Assist (5) BPA Utilities Agriculture Conservation Measures Northern Wasco PUD – The Dalles Wasco Electric Coop – The Dalles Hood River Electric Coop - Odell Central Electric Coop - Redmond Midstate Electric Coop – La Pine Act as an “Extension of the Utility”

  3. Conservation=Source of Energy $.02 to $.03 towards Conservation OR $.07 to $.14 Purchase Outside Power

  4. 3 Key Ways to Save Irrigation Energy • • Reduce water volume pumped • • Reduce pressure generated • • Improve pump efficiency

  5. Irrigation Conservation Programs • Scientific Irrigation Scheduling (SIS). • Variable Speed Drives (VFD). • Hardware Rebates • Sprinkler • Nozzles • Gaskets • Pipe Repair • Custom Projects (pump efficiency modifications, etc.)

  6. How Do I get Started…. It’s Easy… Sprinkler Hardware- Purchase the Items (Nozzles, Gaskets, Pipe Repair, ect…) Install Items Fill out simple rebate, include Invoice turn into Utility Rebate Check will be mailed back to you within 3 to 4 weeks **Must have an Irrigation Account w/ CEC

  7. Energy Saving Opportunities Example of Sprinkler Hardware Rebate Changing out 100 Nozzles could save you $200 per year in electric cost. *Central Electric Coop

  8. Rebate Forms Available Online • www.centralelectriccoop.com

  9. How Do I get Started…. It’s Easy… • Basic Pump/System Evaluation • 5 Year past electrical history • Crop & Field Information • Soil Maps – Web Soil Survey • Pumping Plant/Irrigation System Information Calculate a very general Efficiency of the system. Poor….Average….Good

  10. How Do I get Started…. It’s Easy… Soil Type Information: websoilsurvey.nrcs.usda.gov Calculate a very general Efficiency of the system. Poor….Average….Good

  11. Pump Plant & System Analysis(Pump Test Rebate Program) • Step Rebate Program for Further Evaluation • Screening Process (Pump Test Screening Tool) • 20 HP or Greater • Been in Operation for previous (2) years • Performed by Qualified Pump Test Contractor **There will be some cost share from the Land Owner when a Detailed Pump Test is performed. This Pump Test Rebate program available for Central Electric Coop Members only.

  12. Pump Plant & System Analysis • Potential Outcome • Pump Modifications to increase Efficiency • Trim Impeller • Change out Pump/Motor • Reduce Friction Loss w/ Piping • Add VFD (Variable Frequency Drive)

  13. VFD (Variable Frequency Drive) 20% Variation in Flow Rates or 10% Variation in Pressure Requirements Rebate of $80/hp from CEC for qualified projects **Turbine Pumps Only – BPA + Oregon Dept of Ag EE Funding

  14. “Big Bertha” Lower Bridge/Terrebonne Oregon Variable Frequency Drive Simple Payback 1.3 Years Save $11k/year Electric Cost VFD - $43,000 Savings -$11,000 Rebate -$28,000 “Big Bertha” VFD = 225,000 kWh/year

  15. North Unit Irrigation DistrictAg Irrigation Grant • $200,000 from Oregon Dept of Ag/Dept of Energy • 2011 Irrigation Season • Implementation of Scientific Irrigation Scheduling (SIS) • Purchase of Soil Moisture Monitoring Equipment • **This grant funding is focused on Energy Savings**

  16. North Unit Irrigation DistrictAg Irrigation Grant • North Unit Irrigation Unit service area • 3,000+ Acres of Irrigated Ground • 80 Moisture Sensor Sites • Approximately 5 to 10 Irrigators/Land Owners • Central Electric Coop and Pacific Power & Light Customers

  17. North Unit Irrigation DistrictAg Irrigation Grant • Findings to Date • 40 kWh to 100 kWh Savings per Acre ($4 to $5 Acre) • 10% to 20% Water Savings • Equipment & Consultant Funded 100% in most cases • Opportunity to Work with very Qualified Irrigation Consultant • Potential Increase in Crop Yield/Quality • Potential reduction in Fertilizer & Labor

  18. North Unit Irrigation DistrictAg Irrigation Grant Current Status of Grant 2,200 Acres in SIS Program Electrical Savings SIS 135,633 kWh $7,351 Sprinkler Hardware 62,714 kWh $3,400 Subtotal 198,347 kWh $10,751

  19. North Unit Irrigation DistrictAg Irrigation Grant • Looking for Additional Participants • Central Electric Coop Members • 500+ Acre Farms • Minimal to No Cost for Landowner after Funding is Applied ODA + Utility Rebate = $0 Final Cost
