Afghan Logistics History • No logistics system in place for the Afghans prior to the start of OEF; there was virtually no Afghan Police • Prior to 1990, Afghanistan utilized the Soviet “Push” type Logistics system • Soldiers and police are not accustomed to requesting items • It is a challenge to help them plan ahead for what they will need • The Soviet system gave them a “hoarding” mentality • Logistics is the largest challenge with the ANP

ANSF Logistics • Although getting better…Logistics continues to be a challenge for the ANSF • ANA logistics is better off than the ANP, but still remains a challenge • The Ministry of Interior’s (MoI) logistical system for the ANP mirrors the MoD’s system • Mentor’s play a critical role in enforcing the logistics standards • Know and understand the MoD 14 Process • Ensure that they go through their channels—generate the request (even for items that are not readily available in the Afghan system). • Track and verify requests • Use Operational Funds (OPFUNDS) only when the ANSF logistics systems has been utilized / exhausted • Ministry of Defense (MoD) forms: • MoD ANA Form 2 (Stock Accounting Record) • MoD ANA Form 3 (Register of Supply Actions) • MoD ANA Form 4 (Document Control Register) • MoD ANA Form 9 (Item Materiel Issue Order) • MoD ANA Form 14 (Request for Issue or Turn-In) • MoD ANA Form 1298 (Due out Record) MoD 14 is the key form for ANSF Logistics

Perceptions vs. Realities of a Broken Logistics System • There are over 20K unfilled requisitions currently in the system • All unfilled are class VII items • System can’t fill b/c priority is going to initial fielding • New policy for what can be filled • Fill or kill -- keeps from having due outs linger in the system • Working to improve system to provide feedback loop to units via 1298 and CORIMS • By-passing the MOI/MOD processes and systems • Over-reliance on local purchase • Using FOO money inappropriately • Advisors not holding the Afghan units accountable to use their processes and systems • Afghan solutions for Afghan problems

Where we need your help/Where do you need our help • Call LSOC if you have questions regarding MOD 14’s • Call MOI Support Command Regarding MOI 14’s • Learn decrees/processes and assess, question, and train ANA in daily duties • Cannot overemphasize presenting Afghan solutions for Afghan problems • Advisors need to stop codling & hold the ANSF accountable for their own systems • Make them find solutions • Don’t take the easy way out and do it yourself • Stop being action officers for ANSF b/c we are too impatient to convince them to get it done • ANSF are very capable when they need/want to be

  29. MoD 14 Request Form • Purpose: Initiate a requisition or turn-in items for repair or disposition. • > As the vast majority of MoD 14s are requisitions, we will discuss this use. The use of the MoD 14 as a turn-in document will be covered in a training class at another time. • Importance: The MoD 14 is the starting point for the entire supply system. Only properly filled out MoD 14s will make the supply system function properly, therefore, the success or failure of the system rests on each individual completing the MoD 14 properly.

MoD 3 Supply Action Register • Purpose: Track what is expected to be received, by document number, from issuing units. • Importance: The MoD Form 3 allows the requesting unit to track what is due into them, account for partial deliveries, and track follow up on when items are due. This form tracks a date which gives the requester a date when status checks need to be made on items which have not been received.

MoD 4 Document Control Register • Purpose: The MoD Form 4 is used to track who the MoD Form 14 has been given to for further processing. • Importance: The MoD Form 4 is the form which will enable tracking of documents through the supply system and allow for status checks on where in the process each document is.

  37. MoD Form 4 The Commander of the Unit will initiate the register with a statement establishing the date; authority, unit and certify it with their signature. This will be filed in the front of the book. On the last page for the year the Commander will close the book with their Signature and Date. The MoD Form 4 is kept by Calendar Year. The numbers start with 0001 and will run consecutive until the last day of the year. The MoD Form 4 is used to document each form that is submitted to someone. A separate line will be filled out for each document.

MoD 9 Material Issue Form • Purpose: The MoD Form 9 is a issue and or turn-in document It specifies what is being issued/turned in, who the material is being sent to, and the quantity of the material. • Importance: The MoD Form 9 closes the supply system loop. It is used to reconcile your MoD form 3 with what you received. By this process you will know if the order is complete, or a partially filled order and how much is still due into your unit. It also, allows for a check on corruption, in that it will tell the receiving unit how much was issued, which can be verified by an inspection of the materials received.

Example- 24/7/1385 Solar Chronological Date Issue Authorized Enter the solar chronological date that materiel issue was directed. Example-5210 Priority Enter the priority from the original MoD Form 14 submitted by the requesting unit. Example If the MoD Form 14 has priority 2 then enter priority 2 on the Form 9.

On Site Maintenance • Performing maintenance at the location of equipment failure or at the supported unit’s MCP. • Delivering repair parts directly to supported unit. • Providing technical assistance. • It also includes liaison visits to identify issues and requirements of supported units and to inform them of the support available and the procedures required to obtain it. • Liaison teams and MSTs provide on site maintenance support usually contracted out to RM Asia. PLL/POL is still a challenge and is being worked, with a site being set up in Kabul by RM Asia under contract.

Tashkil • The “Tashkil” is the Afghan version of the US Army MTOE • (Modified Table of Organization and Equipment) • The Tashkil details all of the authorizations for a particular unit, both personnel and equipment. • Number and types of weapons authorized • Number of personnel and by rank • Amount and types of accountable items authorized • * Prior to requesting supplies consult the Tashkil for allowable allocations. • If the unit is short of authorized amounts they can order • If the unit needs more than the Tashkil allows, you can help by mentoring on letters of justification and/or working to adjust the Tashkil

  46. When the request on a Form 14 is denied there is an important decision to be made- • Is the request something that is vital to the mission and survivability? • If the answer is “NO”…then you explain to the mentee and drive on

  47. If the answer is “YES”…you will need to obtain copies of the denied Form 14’s and help maneuver up through the RPAC. (Battalion Task Forces) • There are structures in place to help obtain necessary items outside of the Afghan logistics system, however; the Afghan system must be tried first!
