Summary of the Emancipation Proclamation The emancipation proclamation is the law passed to prohibit slavery and set slaves free. “All persons held as slaves, are and henceforth shall be, free.” – Emancipation Proclamation Also authorized the arming of able-bodied blacks Declared free slaves should be paid a wage Urged free slaves to sustain from violence except in self defense Declared that all suitable free men would be accepted into the armed services to fight in the war.
