  1. English Learner Advisory Committee Function and Responsibilities

  2. What is the ELAC? A committee for parents or other community members who want to advocate for English Learners. The purpose is to advise the principal, school staff and the School Site Council (SSC) on programs and services for English Learners (ELs). All schools with 21 or more EL students, must have an ELAC. 2

  3. How can the ELAC members do their job? It is the responsibility of the school and the district to provide: Training and materials, Ask the ELAC members what kind of training they need and want to do their job, Opportunities to attend conferences, childcare, translation, snacks, or other reasonable support. 3

  4. What must ELAC do? Meet on a regular basis. Select officers. Develop their own agendas. Keep a binder with minutes, the sign-in, the by-laws, etc. Send a representative to the DELAC meetings. Open the meetings for all interested families or staff. 4

  5. ELAC Parent Participation The percentage of parents of English learners on the committee must be at least the same as the as that of the English learners at the school. There are 193 English learners at Santa Clara H.S. 13% of 193 English learners means that the committee must have at least 25parent members.

  6. ELAC Member Sign Up We need at least 25 parents to join and participate in ELAC this year. Who is interested in joining our committee?

  7. ELAC officers All ELACs should have people who volunteer and are selected to help lead the committee work. Officers: 1. Chairperson (or president) Leads the meeting Signs letters or documents Attends the SSC meetings 2. Vice-chair (or vice-president) Helps the president in any or all of the tasks 3. Secretary (can be a staff person) Takes notes at ALL ELAC meetings Keeps the binder updated 4. DELAC representative Attend DELAC meetings at the Santa Clara Unified School District (3-4 times a year) Reports needs and recommendations for SCHS from the ELAC meeting to district Report back at next ELAC meeting what was discusses at DELAC meeting 7

  9. FAQs What is the benefit of having the ELAC? You can help YOUR child and ALL the children in the school…especially those who’s parents must work and can’t participate. It will help you be a role model for your child and help you learn about the educational system and develop your own leadership skills! What kind of questions can we ask as ELAC members? What is the curriculum? What about bilingual education? Is it a better program? How are teachers trained to teach ELs? I want to visit all the classrooms. Who will help me with this? 9
