Background on GeoLibrary Board • L.D. 2116 "An Act to Establish the Maine Library of Geographic Information (Chapter 649)” signed into law April 9, 2002. • Statewide network sanctioned by the Legislature by which data custodians organize, catalog, and provide access to geographic information to government and the public. • Funded through a $2.3 million Bond • State Clearinghouse • Statewide Digital Orthoimagery $1.6 m. • $350 k for grants to create and upgrade municipal digital tax parcel data for inclusion in the GeoLibrary • State Portal

Background on Project • The GeoLibrary Board received a matching grant from the US Geological Survey in support of the National States Geographic Information Council (NSGIC) Fifty States Initiative. • Grant – To Update Maine’s GIS Strategic Plan and Design a Statewide Integrated Land Records System

Fifty States Initiative • Partnership between the National States Geographic Information Council (NSGIC) and the Federal Geographic Data Committee (FGDC). • Bring public and private stakeholders together in statewide GIS coordination bodies . • Coordinate GIS activities on a statewide basis to eliminate waste and improve efficiency in govt. • The "right" solutions vary state-by-state.

  9. Purpose of Forum • Explain project • Identify potential synergies (e.g. data, services, opportunities for sharing) so GeoLibrary can plan resources • Hear about your: • Current projects • New or future projects • Your ideas for better GIS coordination, sustainable funding and GIS champions

Project Goals • Task 1 - Update and enhance the GeoLibrary Strategic Plan and bring it into alignment with the goals of the NSGIC’s Fifty States Initiative • Task 2 - Recommend a conceptual framework and functional specification for an Integrated Land Records Information System (ILRIS) for the State of Maine

  12. NSGIC’s Strategic Planning Criteria • A full-time paid GIS coordinator and staff • Clearly defined authority and responsibility for statewide coordination • A relationship with the chief information officer • A tie into national programs • Contracting authority and cost sharing mechanisms

  13. NSGIC’s Strategic Planning Criteria • An inter-governmental working environment free of "turf wars" • A political or executive champion(s) involved in coordination • Sustainable funding mechanisms • Statewide coordination efforts that can be a conduit for federal initiatives

  14. Task 1 – Project Description • Primary Focus: • Coordination of local governments, academia and the private sector • Developing sustainable funding sources • Cultivating political champions to grow support for future geospatial initiatives
