  3. 1.- Synthesis report • Conceptual framework and needs for smart specialisation approach • Guidance on the assessment and design of smart specialisation strategies as a learning tool Baseline • Indicators: relevance, role and use of indicators, self-assessment key • Governance: mapping governance mechanisms Strategies for the future smart specialisation • Capacity for ex ante analysis and planning • Role of general purpose technologies (GPLs)

  4. Working with IPTS and DG-Region and lead countries to: • Maximise synergies, share learning and • Ensure common language, complementarity and coherence

Full report: Key themes to be covered Economic transformation • New global conditions for innovation and growth • World-wide geography of growth: clusters, GVCs • New sources of growth (intangibles, knowledge assets), ITCs developments Governments transformation • Budgetary constraints and scarce resources • Markets lead to the best exploitation of comparative advantages • Empowerment of entrepreneurs

Innovation Strategies for Smart Specialisation What is it about? • Broad policy mix of industrial, innovation, educational and entrepreneurship policies • Policy coherence and flexibility • Structural change and “system innovation” • Connectivity of capacities to increase reactivity to changing conditions Co-operative decision-making mechanisms: • Multidisciplinary stakeholders involvement (confidence building) • Multi-level governance approach • Future markets opportunities (limits of current statistics)

  7. Regional specialisation patterns • Statistical analysis of regional specialisation (KUL) and performance • Heterogeneity of regions (OECD classification), which implies different specialisation policies. • Functional regions

Implementation and guidance for entrepreneurial discovery and policy coherence. • Stakeholder involvement • Governance: Bottom and top-down processes • Role of lead actors (in the triple helix) in selecting fields • Focus on future markets (as opposed to: existing ones; hence the limits of current statistics), resist established vested interest • Multidisciplinary as way to strengthen entrepreneurial discovery. • Adapt policy mix to changing priorities, terminate programs, stop subsidies (as opposed to policy inertia) • A broad policy approach, not restricted to innovation policy per se (education, environment etc.) • Openness, tap into all relevant knowledge sources even when they are from other regions

  13. 4.- Third Workshop in Brussels • Goals of the workshop: presentation of the results of the project to high level representatives and staff of the Commission and to the CoR • Format: 1 day • half day – high level • Half day - technical • Proposed dates: 2nd or 3rd week of November 2012 – to be decided
