CONSTRUCTION INDUSTRY DEVELOPMENT BOARD • cidb is • a public entity established by an Act of parliament in 2000 to implement an integrated strategy for the growth and development of the construction industry • mandated to promote and implement policies, programs and projects within the construction industry aimed at procurement reform, standardization and uniformity in procurement documentation, practices and procedures • Procurement and delivery management programme is responsible for procurement reform

STANDARD FOR UNIFORMITY • The Standard for Uniformity in Construction Procurement establishes minimum requirements that are mandatory for the public sector that: • promote cost efficiencies through the adoption of: • - a uniform structure for procurement documents • - standard component documents including forms of contract; • - generic and uniform tender procedures; • enable risk, responsibilities and obligations to be clearly identified.

DELIVERY • Role of clients is critical – need for greater commitment, consistency and improvement • Public sector has lost capacity • Fragmented procurement undermines delivery, enterprise sustainability, employment, etc. • Sound policies in place, but unless backed by implementation to enhance capability, delivery will not be achieved. • Standard for Uniformity and Construction Register’s grading system will support improved procurement delivery efficiency
