Plants (except seed) of Ulmus, Betula, Pinus, Picea, Larix, Salix and Populus from all countries Other Coniferae from countries outside Europe Wild plants gathered in the open Cucumber, pepper, tomato and lettuce plants with roots (except lettuce plants for consumption) Elodea Soil (except pure sphagnum (peat)) Compost Bark, raw or only cut Manure Plant health – Harmful organsims Prohibited commodities
Plant health – Harmful organsims Rationale for import prohibition Genuses of forest trees: Long time isolation of the country. Many harmful organisms common in other countries and not yet found on native tree genuses like Betula and Salix. Relatively young cultural history of coniferous genuses and Populus (100 years). Many harmful organisms not yet found in Iceland like bark beetles. Why could non regulated organsims be more harmful in Iceland than in other European countries? Another provenance of the trees in Iceland than in Europe (N-American). Lack of enemies of the organism. The tree species not at their optimal growing condition, therefore less resistance. Vegetable plants: Many harmful organisms not yet found in vegetable greenhouse production, like leaf miners, Frankliniella and Bemisia. The growers produce their own plants from seed.
Phytosanitary import control Plants for further growing (incl. ready pot plants) All potatoes (seed and ware) Cut flowers and branches Christmas trees and branches (Abies allowed, not Picea) Wood with bark (of genuses not affected by prohibition) Soil (only sphagnum allowed) Not phytosanitary import control Wood without bark Wood packaging material for import, only export Fruits (a.o. Citrus, Vitis) Seeds (like tomato) Plant health – Harmful organsims Plant health inspection – phytosanitary certificate
Plant health – Harmful organsims Import control Documentary check of all consignments of controlled commodities. Few inspections at import point Approval from the inspection body before customs clearance.
Plant health – Harmful organsims Control of harmful organisms No other legislation on control of harmful organisms domestically. On basis of the import regulation 189/1990 a follow up can be made by inspecting imported plants at their growing place.
